June 11, 2003 9:14 a.m.

India and Pakistan were, as a whole, significantly hotter than
average Wednesday, and the seasonal rains of borne on the
southwesterly monsoon had not begun to any great extent. In keeping
with climatological patterns, Pakistan felt the most blistering heat
with the 120-degree mark being reached at Sibi and Pad Idan.

Torrents of rain washed southern China Tuesday and Wednesday.
Far-and-away the highest amount observed was that from Shangchuan
Island, Guangdong. A 13.3-inch cloudburst within 6 hours underpinned
rainfall that tallied 25.0 inches. About 22 inches fell within 18
hours. Other amounts from the area, while substantial, paled in
comparison. Shenzhen, near Hong Kong, registered 7.5 inches, and
Yangjiang, 7.0 inches.

At Sassandra, Ivory Coast, rainfall early Wednesday was 7.9
inches thanks to a strong tropical wave.

The last two days dawned frosty cold in much of South Africa away
from the coastlines. While cold mornings are not unusual here near the
start of the southern winter, latest lows were considerably below
average in some instances. At Sutherland, for example, consecutive
lows were 12 and 13 degrees, respectively, versus an average minimum
near 30. These readings were amongst the world's lowest temperatures
outside of Antarctica on their respective days.

Wednesday, a strong westbound tropical wave over the western North
Pacific Ocean near the western Caroline Islands was seen as a
candidate to become the next tropical cyclone. The wave was roughly
200 miles east of Yap late in the afternoon, EDT.
