June 12, 2003 10:18 a.m.

Thanks to off-shore winds, Morocco waxed uncharacteristically hot
Thursday. Amongst hot spots at midday was Marrakech and Nouasser
with 106 degrees. For Marrakech, this was about 20 degrees above
average. More strikingly, Rabat, the capital, also 106 degrees. This
near-shore city would normally be cooled by the Atlantic Ocean, so
the mean daily high is only about 74 degrees.

Thursday, a tropical depression (07W) headed westwards between
southern Philippines and the western Caroline Islands. Before
daybreak, EDT, the depression was about 190 miles north-northwest of
Koror, Palau, with highest sustained winds of nearly 35 mph; it
headed towards the west at 20 mph. The depression was forecast to
strengthen into a tropical storm within the next day or two. Heading
towards the west and northwest, "0W" would eventually threaten
eastern Philippines.

Heavy rains lately have doused southern Korea and parts of
southern Japan. Izuhara, Japan, on islands in the Korea Strait, had
4.9 inches of rain within 24 hours. The city of Pusan, South Korea,
had 3.2 inches within the same stretch of time.

Wednesday, as temperatures hovered below zero, winds hit 90
sustained miles per hour at the Sky-Hi station, Ellsworth Land, West
Antarctica. Meanwhile, at the South Pole, the Amundsen-Scott station
registered a low of 92 degrees below zero for the second-straight
day.
