Tropical Cyclone Percy is a powerful storm over the tropical South
Pacific Ocean. Late Tuesday afternoon, EST, the eye of Percy is 400
miles east of Pago Pago, American Samoa; it is also about 160 miles
south-southwest of Suwarrow Atoll, Cook Islands. Moving towards the
south at 13 mph, Percy has strengthened somewhat and holds highest
sustained winds of 145 mph. Percy is forecast to take a southerly,
mostly open-water, track for at least the next two days.

Bitter cold gripped the heart of Europe again Tuesday with
southern Germany being the core of the cold as it was early Monday.
Munchen (Munich) bottomed at -12 degrees; Monday had -10. Kempten and
Augsburg reached -11 degrees Tuesday morning. A cold spot at the foot
of the Alps was Oberstdorf, which had 14 degrees below zero.

Tuesday, a severe wind and rain storm at the western end of the
Alboran Sea waned. The territory of Gibraltar had, after about 60
hours, picked up 10.0 inches of rain. Highest winds at the height of
the storm were above 50 mph. On the Moroccan side, Tetuan was washed
with 9.5 inches of rain, 7.6 inches of which fell within 24 hours.
Moreover, highest winds were between 65 and 70 mph.

The stormy, cold weather spread along so much of the
Mediterranean Sea has coincided with high winds across the northern
Sahara of Africa. Monday, a severe dust storm was marked by 60-mph
winds and 100-yard visibility at I-n-Amenas, Algeria. Tuesday had
40-mph and low visibility at Hassi Messaoud. Tuesday, widespread dust
storms reached far eastward into Libya.

Heavy rains doused Oman Tuesday. Saiq, set high in the Akhdar
Mountains, picked up 3.4 inches of rain beginning Monday. In Masqat
(Muscat), two-day rainfall, bolstered by thunderstorms, was 1.3
inches, or more than the average rainfall for February through March.

March began on a frigid note in much of far northern Europe. In
Sweden, for example, Tuesday's morning lows were -33, -26 and -25
degrees, respectively, at Gunnarn, Arjeplug and Junsele whereas an
average day at the start of March would have lows of 5-10 degrees in
these locations. Finland had low readings of -26 degrees at Sodankyla,
-26 in Ahtari and -24 at Kajaani; these marks, too, were 30-40 degrees
below average.

Seventy-two hour rainfall ended midday Tuesday, local time, was
8.7 inches at Sola on the island of Vanua Lava. Vanua Lava is part of
the South Pacific island nation of Vanuatu.
