Winchester (nw) VA

Pardon my not posting on Monday's storm until now. I normally read my
newspapers & magazines over the weekend. I was online more than normal
this past weekend & delayed me even more on my reading. Plus Monday is
my laundry day.

The Baltimore Washington NWS office issued a Heavy Snow Warning from 1am
Mon to 1am Tuesday for its CWFA. This warning is when at least 5" of all
snow is expected. It was the first time in recent memory that one was
issued in my county (perhaps the mid 1980s since the last issuance). One
reason they are not issued in the Baltimore Washington area is there is
typically a mix or a change to rain in it's southern & eastern suburbs
during big storms. (A Winter Storm Warning is issued for a mix of winter
precip totalling 5" or more is expected.)

With the threat of freezing drizzle in the evening, our Heavy Snow
Warning was changed to a Winter Storm Warning at noon. As the snow
tapered off late Monday evening, the WSW was changed to a snow advisory
at 11pm Monday.

The snow swept rapidly (on radar) from very SW VA at 6pm to over the
entire state by 1:30am Mon. Normally that takes 12 hours or more. The
virga took 8 hours to saturate the column (reach the ground). It began
snowing here before 9am.

The snow was still light only about 1/2" had fallen by about noon. The
snow became heavier about 1pm, but not like in past storms. I estimate
my peak rate at about 3/4" per hour, compared to about 2" a hour in 3
other storms this season. The snow briefly lightened about 5pm. As the
storm developed offshore, more moisture from the backlash came of the
Atlantic, The snow back builded to the Charlottesville area, and
accumulated about 1.5" of new snow fell between 6pm & midnight, moderate
at times. I measured 4.75" for this storm.

Forecasts Sunday evening were for generally in 4 to 10" range, but were
as high a foot or more by a few local tv stations.

According the spotter reports, amounts of 3 to 6 inches were common in
the Baltimore Washington area. Amounts were 5 to 9" in central VA and
over the WV & MD mountains. The highest amount I found from VA was 11"
at the Wintergreen Ski Resort in Nelson Co (south west of
Charlottesville).

Most or all schools were closed Monday and many in the Shenandoah Valley
remained closed today. However Winchester city schools opened 2 hours
late today. It was the first day for those students since last
Wednesday. Because roads were just wet early last Thursday & yesterday,
students could have gone half days & be home before the roads became
snow covered. The could have gone last Friday on a 2 hour delay. Like
last Friday, the roads were bare by 10am, and this mornings decision to
delay instead of close was greeting with joy by many parents.

Since many took Monday off in thinking that would be upwards of a foot
snow, traffic was lighter than normal. There were only a fraction of the
wrecks than last Thursday. I heard none with serious injuries. A tractor
trailer jackknifed on I-81 literally at the end of my street about
3:15pm. I went down to film it, only to find my camera not wanting to
record. Anyway, the truck took less than a hour from the time it
jackknifed (into the median) until it was removed.

I'll be looking for news stories, and compiling video & NWS reports,
then send it a recap later in the week.
