A moderate tropical cyclone, Daren, is over the open South Indian
Ocean. As of late Wednesday afternoon, EST, Tropical Cyclone Daren is
575 miles south of Diego Garcia. Scooting towards the southwest at 20
mph, the cyclone holds highest sustained winds of 45 mph. An
open-water track towards the southwest is forecast for this storm for
at least the next two to three days.

A persistent tropical wave over the western South Indian Ocean
has shown potential to become a tropical cyclone since the weekend.
This west-bound wave is near northern Madagascar.

Chilling gales swept out of western Europe and over the western
Mediterranean Sea Wednesday. On the island of Pantelleria, between
Sicily and Tunisia, Africa, winds gusted to 66 mph in a thunderstorm.
Winds reached 50 to 60 mph in northern Tunisia, where snow fell over
the hill towns. In southern France, mean time, Mistral winds
Wednesday reached 50 to 60 mph. Mistral is the local name for strong,
often cold, northerly winds near the lower Rhone River.

Cold rains ended early Wednesday over northeastern Libya. At
Shahat, three-day rainfall was 3.9 inches, or nearly the average for
all of January. Briefly, early in the week, it was cold enough that
snow fell for a time.

Heavy rains since Sunday have drenched southwestern British
Columbia, Canada. West Vancouver, as of early Wednesday, gathered in
a whopping 8.2 inches of rain. Another site in Vancouver collected
8.0 inches whereas the international airport picked up 5.0 inches.
Far inland, the storm`s moisture made for a full range of winter
precipitation. Revelstoke had heavy snow followed by severe icing
and, lastly, plain rain, all of which held water equivalent of 3.3
inches.

Near daybreak Monday, warming chinook winds boosted the
temperature to 50 degrees at Calgary, Alberta. The average daily
low this time of year is 1 degree; daytimes on average see 22
degrees. Pincher Creek, in the Rocky Mountains near Montana, was also
about 50 degrees near daybreak, but with chinook winds howling at 55
to 65 mph.

The week has begun with harsh arctic cold pooled in the lower
valleys of Yukon, Canada. Wednesday morning was coldest at both
Dawson and Mayo: Dawson and Mayo both registered -60 degrees.
Indeed, since the temperature at Dawson slipped below -50 degrees
early Monday, it has held between -50 and -60 degrees through
Wednesday afternoon.

Following Tuesday`s heat in western South Africa, thunderstorms
washed the desert with local flooding rains. At Springbok, rainfall
was 2.2 inches, or about 30 times the average rainfall in January,
and one third of the average for a whole year.

Unusually heavy rains pelted the Cape Verde Islands off the coast
of western Africa this midweek. On the island of Sao Vicente, rainfall
was at least 1.0 inch Tuesday to Wednesday at Mindelo whereas the
average rainfall for January is merely 0.1 of an inch, and for the
whole year it is 4.0 inches. The national capital, Praia, which lies
on the island of Sao Tiago, was wet by 0.3 of an inch of rain while a
site on Sal Island collected 0.4 of an inch of rain; average rainfalls
for January at both sites are 0.2 of an inch or less.

Downpours washed Georgetown, the capital of Guyana, the first half
of this week. Rainfall was 9.3 inches within 60 hours as of Wednesday
afternoon. This soaking surpassed January's average rainfall here
which is 8.1 inches.
