Tropical Storm Kulap is moving away from the Northern Mariana
Islands over the open western North Pacific Ocean. Late Monday
afternoon, EST, Kulap holds highest sustained winds of 70 mph about a
center which is 465 miles east-northeast of Agana, Guam; it is moving
towards the northeast at 9 mph. Kulap is forecast to head generally
towards the northeast over open seas and to slowly weaken over the
next 2-3 days.

Monday saw two tropical cyclones slowly dissipating over the
Indian Ocean. In the North Indian Ocean, a weak cyclone was loitering
about 250 miles southeast of Sri Lanka. In the South, a cyclone was
dissipating about 500 miles southeast of Australia's remote Cocos
Islands.

Two potent tropical waves over the South Indian Ocean, meanwhile,
are being monitored as candidates to become tropical cyclones. Monday,
one of these waves is roughly 475 miles east-northeast of the northern
tip of Madagascar while the other is over wide open waters about
midway between Australia's Cocos Islands and the Chagos Archipelago.

Portions of northern Honduras have been soaked by rain during
the past couple of days. The seaside city of La Ceiba, for example,
collected at least 13.0 inches of rain from Friday evening to Monday
afternoon.

A powerful storm that grazed the northeastern United States
Sunday night dealt a much more direct hit to Nova Scotia Province,
Canada. By Monday morning, Halifax reported 8 inches of snow, driven
by winds gusting just short of 40 mph and mixed with stinging sleet
for a while. Beaver Island had heavy snow with sustained gales and
gusts just over 60 mph. Sydney, in the northern part of the province,
had 10 inches of snow by Monday morning, driven by winds as high as
44 mph.

A strong cold front moved into northwestern Europe Monday
morning, EST. On the Faeroe Islands between Scotland and Iceland,
showers of rain and sleet turned to snow as temperatures fell through
the 30s behind the front. Winds were sustained at close to 40 mph at
Akraberb, and gusted to 54 mph at Sorvarg. Similar weather arrived in
northern Scotland several hours later. On Benbecula Island, just west
of mainland Scotland, a heavy squall of rain and snow moved through,
with sustained winds of 38 mph and gusts to 53 mph.

Unusually warm, moist air spread into Scandinavia over the
weekend. In Norway, the temperature at Tajford climbed to 52 degrees
by early Sunday morning. Bergen had more than an inch of rain
Saturday night into Monday with temperatures in the 40s. These
readings are 10 to 20 degrees above average.

A storm moved across Japan over the weekend, bringing heavy rain
and snow along with strong winds. At Choshi, rainfall was 10 inches in
36 hours while winds gusted past 40 mph at times. At Tokyo, rainfall
was 2.75 inches during the same time, with wind gusts as high as 36
mph. The same storm dumped over a foot of snow on Taekwanlyung, North
Korea.
