Talas is a minimal tropical storm over the far southeastern
Philippine Sea as of late Monday afternoon, EST. With top sustained
winds of 40 mph, Tropical Storm Talas is centered about 245 miles
southwest of Agana, Guam; the storm is moving west-northwestward at 20
mph. Talas is forecast to strengthen moderately on an open-water
heading generally towards the northwest for the next 2-3 days.

A strong South Pacific tropical wave over the North Fiji Basin,
meantime, has the potential to become a tropical cyclone. Late Monday
afternoon, EST, the tropical wave is centered 525 miles west-northwest
of Suva, Viti Levu, Fiji, and about 295 miles northeast of Port-Vila,
Efate, Vanuatu; it is drifting towards the west-southwest at 4-5 mph.

Parts of northern Canada have been even colder than usual for
mid-December in recent days. In far northern Nunavut, for example, the
settlement of Alert dipped 47 degrees below zero on Monday with this
mark about 20 degrees under than average low. Other frigid spots in
Nunavut Monday were Isachsen on Ellef Ringnes Island at -47 degrees
and Chesterfield Inlet on the shores of the northwestern Hudson Bay at
-44. In Northwest Territories, minus-42 degrees was registered within
the Aulavik National Park on Banks Island.

Stormy weather, meanwhile, beset some of Canada's tiny islands off
Vancouver Island, British Columbia, Monday. At Solander Island,
sustained winds of near 60 mph were clocked and highest wind gusts
topped 70 mph. Nearby Sartine Island was lashed by steady winds near
50 mph as 2.5 inches of rain fell within twelve hours.

Monday, thick fog cast a shroud over Jersey, one of the United
Kingdom's Channel Islands off the coast of northwestern France. For
at least 15 hours, the dense fog restricted visibility to 1/8 of a
mile or less; mostly, the visibility was 1/16 of a mile.
