Date: Tue Jan 20 2004 - 19:40:01 EST

January 20, 2004 6:14 p.m.

At Kroyers Holme in the far north of Greenland, 50-mph sustained
winds and -25-degree cold Monday night made for wind chill to 70
degrees below zero.

January has gotten off to a mild start in East Asia. Seoul, South
Korea, as of the 19th, was warmer than average by 8.8 degrees. In
China, Beijing was about 5 degrees above average and Shenyang in the
frosty northeast, 7.5 above average. Above-average warmth reached
southward to Hong Kong and Guangzhou: Guangzhou topped its monthly
climatological mean by 5.8 degrees. Japan, meantime, had 4.4 degrees
above average at Tokyo, and 5.7 above average in the northern city of
Sapporo.

Montenegro, part of a federation with neighboring Serbia, was
doused with excessive rains Sunday to early Tuesday. Niksic collected
more than 11 inches of rain within three days. Within the same span
of time, rainfall at Podgorica was 6.1 inches.

Torrential rains Monday evening pounded Singapore. The main
airport of this small island nation picked up 6.7 inches of rain
within a few hours. In short, the cloudburst delivered two-thirds of
the average monthly share of rain.

At I-n-Amenas, Algeria, a downpour early Tuesday left 2.1 inches
of rain, which is more rain than, on average, falls within a full
year.

Parts of eastern Turkey have been unusually cold this week. The
city of Erzurum, for example, dipped 19 degrees below zero Tuesday
morning after recording consecutive lows of minus-9 degrees on Sunday
and Monday. The average daily low at this time of the year is about 6
degrees. Daytimes have been cold, too. Highs were 8, 3 and 2 degrees,
respectively, Sunday, Monday and Tuesday whereas the mean daily
high is in the middle 20s.

Soaking rains instigated by a cold front hit parts of northern
Honduras Tuesday. Rainfall at La Ceiba reached 4.6 inches within 18
hours as of late in the afternoon.
