Date: Sun Dec 14 2003 - 19:40:00 EST

December 14, 2003 4:03 p.m.

Tropical Cyclone 03B developed over the southern Bay of Bengal
Saturday. On Sunday morning, EST, the cyclone had top sustained winds
near 55 mph. The storm was centered 290 miles to the east-southeast of
Madras, India and was moving toward the northwest at 12 mph. Forecasts
are for a continued northwestward track leading to an eventual
landfall in southeastern India.

Tropical Cyclone Cela is moving through the Mozambique Channel, a
body of water separating Madagascar from the African mainland. Early
Sunday morning, EST, Cela was centered 190 miles west-southwest of
Besalampy, Madagascar, moving almost due south at 7 mph. Highest
sustained winds were 40 mph. Cela is forecast to continue on a
southward path over the Mozambique Channel for the next couple of days
and may weaken slightly.

Late Friday through Saturday, 11.9 inches of rain pelted Kuantan,
Malaysia. What is more, this city on the eastern side of the Malay
Peninsula was washed in about 32 inches of rain beginning last Sunday.
December is a wet month: mean rainfall is about 22 inches.

Cold northerly winds swept through the gap between high mountains
in Afghanistan and Iran to whip up unusually severe and far-reaching
dust storms Friday and Saturday. Much of the dust may have been
lofted from the desert of Sistan, a plain straddling the Iran-Afghan
border. The northerly winds fanned out with their burden of dust in a
vast swath of southeastern Iran and Southwestern Pakistan. Even the
open sea was little hindrance to the thick dust clouds; they poured
into northeastern Arabia cutting visibility to 100 yards and less in
northern Oman and nearby United Arab Emirates.

Torrential thunderstorms hit the small island of Kythira,
situated between Crete and mainland Greece, on Saturday night. Over 4
inches of rain fell on parts of the island while winds were sustained
at 35 to 40 mph.
