December 11, 2003 5:07 p.m.

A strong late-fall storm socked much of North Africa at midweek.
Wednesday, high winds of at least 50 mph whipped up blinding dust
storms at Tindouf in southwestern Algeria. Winds as strong Thursday
hammered Banghazi in northeastern Libya, and the Sahara of
southwestern Libya was blasted by duststorms. Rains, meantime, focused
upon Morocco, northern Algeria and much of Tunisia. At Bejaia, along
the sea in northeastern Algeria, rainfall Thursday was 9.3 inches
within about 24 hours; of this nearly 8 inches fell within six hours
alone.

Another cold morning in mid-northern Canada. Lynn Lake, Manitoba,
dipped at least 42 degrees below zero. Key Lake, Saskatchewan hit -40
degrees.

Double-digit snowfall blanketed northern Ontario at midweek. Snow
depth as of early Thursday storm rose by 14 inches at Kapuskasing, 11
inches at Nagagami, and 10 inches at Wawa, all within 24 to 36 hours.

Torrential rains that hit the eastern side of the Malay Peninsula
early in the week faded Thursday. Still, rainfall for a 48-hour
stretch rose to 11.4 inches at Nakhon Si Thamarat, Thailand.

Tropical Cyclone Cela has clung to cyclone status over the
Mozambique Channel off northwestern Madagascar. Early Thursday
morning, EST, Cela is about 50 miles off Cape Saint Andre with 40-mph
sustained winds. Cela is forecast to keep drifting towards the
southwest while strengthening little if at all.

Cyclone Jana is dying over the open eastern Indian Ocean.
Thursday morning, the core of Jana is 210 miles south-southwest of
Australia's Cocos Islands. Highest winds are down to 40 mph. Jana is
forecast to dissipate at sea within two to three days.

A strong cold front Thursday spread light to moderate snows over
much of Central Asia between the Caspian Sea in the west, and the
Hindu Kush and Tian Shan ranges in the east. Winds gusting 40-50 mph
whipped up blinding dust at Termiz, Uzbekistan. South shores of the
Caspian Sea in Iran were pelted with cold, soaking rains and some
heavy, wet snow. Water equivalent was 4.5 inches at Bandar-e Anzali,
Iran.

A fierce winter storm slammed northern parts of Norway Thursday.
The storm brought a mixture of snow, sleet, and rain driven by gale
force winds. In some spots, there were even reports of thunder. At
Andoya, highest sustained winds reached 47 mph, and gusts reached 78
mph. Several other locations reported sustained winds over 40 mph and
gusts also nearing hurricane force. At Tromso, well north of the
arctic circle, the barometric pressure fell to 959 millibars (29.32
in. Hg) as the center of the storm passed close by. In the tropics, a
storm with a central pressure that low would likely be a category
three hurricane.
