December 7, 2003 5:47 p.m.

A tremendous cyclone swept through the Drake Passage Saturday
night into Sunday, bringing an intense wind storm to the South
Shetland Islands, very near the Antarctic Peninsula. Base Bernardo O'
Higgins and Arturo Prat were both whipped by sustained winds of 80-90
mph. The extreme winds lifted snow from the ground, creating
whiteouts.

An outbreak of arctic air into eastern Europe fueled a snowstorm
that on Saturday stretched from eastern Poland through Belarus to
western Russia. Snow and blowing snow reduced visibility to under a
mile and at times to near zero across the region. Snowfall mostly
ranged from 2 to 6 inches.

Tropical Storm Odette moved over the Dominican Republic Saturday
night. The unusual storm, well out of season for an Atlantic tropical
storm, unleashed heavy rain and gusty winds on the the nation.
Rainfall at Punta Cana was close to six inches. The capital city,
Santo Domingo, had a little less than four inches of rain, and winds
were sustained at close to 35 mph for a while. Puerto Rico also had
some heavy rain associated with Odette - San Juan reported about 2.5
inches. Odette is now just to the north-northeast of Hispaniola and
will continue to move northeastward away from the Greater Antilles
into open-Atlantic waters early this week.

A weak tropical cyclone (03S) was over the South Indian Ocean as
of Sunday evening EST. The un-named cyclone was about 460 miles north
of Mauritius. With highest sustained winds of 45 mph, the storm was
drifting toward the west-southwest at 7 mph. The cyclone was forecast
to slowly strengthen on an open-water path toward the west-southwest
during the next 24-48 hours. This storm could eventually affect
northern Madagascar.

A new tropical cyclone developed in the South Pacific Sunday
morning. The storm, now named Jana, had sustained winds of 55 mph and
was centered about 305 miles to the north of the Cocos Islands. The
storm was moving toward the east at 7 mph, but a southward turn was
expected over the next couple of days. Some strengthening is
possible, and the storm could eventually affect the Cocos Islands.
