Date: Sat Dec 06 2003 - 19:40:00 EST

December 6, 2003 3:55 p.m.

High winds ripped northern Europe Friday night and early
Saturday. Winds gusted 50-60 mph in such areas as Oslo, Norway;
Copenhagen, Denmark; and Gdansk, Poland. Winds to at least 70 mph
lashed nearby waters of the North, Baltic and Norway Seas.

An outbreak of arctic air into eastern Europe fueled a snowstorm
than on Saturday stretched from eastern Poland through Belarus to
western Russia. Snow and blowing snow reduced visibility to under a
mile and at times to near zero across the region. Snowfall mostly
ranged from 2 to 6 inches.

Tropical storm Odette was churning the central and eastern
Caribbean on Saturday, spreading heavy rain from Hispaniola to Puerto
Rico. As of Saturday afternoon, EST, nearly 5 inches of rain had so
far drenched Punta Cana, Dominican Republic while the country's
capital, Santo Domingo, had had nearly 2 inches. San Juan, Puerto
Rico also had nearly 2 inches through Saturday afternoon.

Torrential rains pelted southwestern Asia late Friday and into
Saturday. In Iran, about 3.5 inches of wind-swept rain soaked
Bandar-e Bushehr. Within six hours alone, rainfall topped 2.0 inches
at Yasuj and at Esfahan. There were soaking rains over northern Iraq
in an area that does not make weather observations available.

A weak tropical cyclone is over the South Indian Ocean. As of
Saturday afternoon, EST, the un-named cyclone is centered 250 miles
south-southeast of Mauritius' Agalega Islands. With highest sustained
winds of 40 mph, the storm is drifting toward the west at 7 mph. The
cyclone is forecast to slowly strengthen on an open-water path toward
the west-southwest during the next 24-48 hours.

Unusually heavy December rains pelted some of Colombia's Caribbean
shores the second half of this week. The city of Cartagena, for
example, was soaked by 4.4 inches of rain within 48 hours as of Friday
morning, then another 2.5 inches fell Friday evening. The mean monthly
rainfall of 1.3 inches paled in comparison.
