November 10, 2003 6:20 p.m.

Sunday and Sunday night, winds of hurricane strength raked the
shores of Newfoundland as an off-shore storm deepened explosively.
Observations taken from the area of the Hibernia oilfield show
steady, hurricane-strength winds for about ten hours, during which
gusts may have topped 100 mph. Seas rose to more than 30 feet.
Highest gusts with the storm were 75 to 85 mph at Twillingate, and at
Cartwright on the Labrador coast.

Chinook winds raked the Rocky Mountains of western Alberta Sunday
night. Atop Nakiska Ridge, sustained winds of 50 to 55 mph were
clocked for much of the night.

In Ontario along Lake Superior's north shore, the start of the
week saw a marked rebound in temperature. At Thunder Bay, Sunday's
morning low of 1 degree was 20 degrees below normal. Monday began with
a low of only 32 degrees. Farther east, Pukaskwa was as cold as 8
degrees over the weekend, but Monday's morning low was only 41 degrees
owing to strong southwesterly winds off the lake.

A new tropical cyclone is over the South Indian Ocean. Late Monday
afternoon, EST, the cyclone is 180 miles east of Diego Garcia in the
Chagos Archipelago. The storm, packing 40-mph top sustained winds, is
drifting towards the west at 6 mph. A path towards the west and the
southwest is indicated for the next two to three days. Some
strengthening is also foreseen. The cyclone may pass very near Diego
Garcia Tuesday night.

A tropical wave over the North Indian Ocean near Sri Lanka is
showing signs of becoming a tropical cyclone. Monday, this wave was
about 320 miles south-southeast of Colombo, Sri Lanka, and it was
moving westward at 7 mph.

Thunderstorms unloaded torrential rains over the desert of
western Saudi Arabia Sunday night into Monday. Yanbu'al Bahr was hit
with rainfall of 3.4 inches, or between 150 and 200 percent of the
mean yearly rainfall. At Al Makkah -- Mecca -- more than 2 inches of
rain fell, dousing a city swollen by about one million pilgrims of
the Hajj. Here, rainfall was comparable to the yearly mean.

A strong tropical wave has brought soaking showers and
thunderstorms to the eastern Caribbean Sea during the past few days.
On Guadeloupe, one of the Leeward Islands, three-day rainfall ended
midafternoon Monday was 4.7 inches at Le Raizet.
