J. Adverse Weather (September 3 4) Northeast Pennsylvania

Preliminary damage assessment and recovery operations continue in Wyoming,
Wayne and Lackawanna counties. The region, that was hit by torrential
rainfall on September 3 and 4, saw major flooding of creeks, streams and
the Lackawanna River. Flooding forced the evacuation of hundreds of
residents from low-lying areas along these swollen waterways. Numerous
roads and bridges were damaged; many of which will be closed for an
extended period of time. Jermyn and Mayfield boroughs in Lackawanna County
were the hardest hit. Joint state and federal damage assessment teams are
scheduled to survey the affected areas during the weekend of September 6 to
determine if they qualify for emergency disaster assistance.

The SEOC will follow-up.

K. Adverse Weather (September 4) Statewide

The National Weather Service (NWS) issued a series of severe thunderstorm
and flash flood watches and warnings across the state as a cold front
pushed through the region. A tornado warning was issued for Susquehanna
County until 9:00 p.m., September 4. In Bradford County emergency
management officials reported that the quick moving storm downed trees and
utility lines in Wyalusing and Stevens townships; approximately 500
residents were without power. The EMA also reported that they investigated
a possible (unconfirmed) tornado touchdown in Stevens Township; the initial
survey of the area found no structural damage. Officials plan to return to
the area with representatives from the National Weather Service Friday
morning to investigate further.

The SEOC will follow-up.
