From: admin{at}weathermatrix.net
Date: Wed Aug 20 2003 - 10:40:01 EDT

August 20, 2003 9:53 a.m.

As of Tuesday, Europe was not free of blistering heat, although
it was far rarer than it has been lately. "Cold" comfort for those in
Montenegro, where the capital city, Podgorica, reached 107 degrees.
The mean daily high at Podgorica is in the upper 80s.

For a second-straight day, Germany's Neumayer base on the Ekstrom
Ice Shelf of West Antarctica was clenched in whiteouts early this
week. As midday on Wednesday, winds had blown steadily between 30 and
60 mph for 48 hours. The high winds whipped around snow into blinding
sheets of white which cut the visibility to 'nil' or virtually so.
Temperatures ranged from minus-1 to minus-11 degrees.

Rainfall in southern Thailand was 8.1 inches within 72 hours ended
late Wednesday evening, local time, at Chanthaburi.

Tuesday was another sweltering day across the Great Plains of
Saskatchewan and Manitoba. Saskatoon, SK, set a daily record high at
94 degrees, and it was as hot as 100 degrees at Elbow, SK. Regina's
high of 94, while not a record, was 18 degrees above average. And in
Manitoba, Tuesday's high of 97 set a new high mark for the date; the
low of 74 was one degree above the mean daily high.

Heavy rains that have doused much of South Korea early this week
on Wednesday shifted northwards before ending. Seoul registered 7.1
inches of rain within 24 hours and the nearby port of Inchon, 5.8
inches within the same stretch of time. Inland, 24-hour rainfall was
7.1 inches at Ch'unch'on.

Wednesday, Vamco is dissipating as a tropical depression over
eastern China following landfall as a tropical storm near Fanshan.
Before daybreak, EST, the center of Vamco is 120 miles southwest of
Hangzhou, where it was heading towards the northwest at 20 mph.
Heading further inland, Vamco will dissipate within 12 to 24 hours.
As tropical storms go, Vamco was relatively benign.

Wednesday, the tropical depression tracked as "12W" is now classed
as a tropical storm, albeit without a name. vigor over the open
Philippine Sea. As of early morning, EDT, the storm is about 780 miles
northeast of Manila, Philippines, with highest sustained winds of 40
mph, and a westerly heading at 10 mph. The storm is forecast to
stick with its westerly tack over the over open seas for at least the
next two days; strengthening is also foreseen.

Two centered nested within the broad trough known as the monsoon
trough are being watch as would-be named tropical cyclones. Both
centers are over the northern South China Sea as of early Wednesday,
eastern time.
