March 23, 2004 5:09 p.m.

Cyclone Fay is drifting over the Timor Sea off northwestern
Australia. Late Tuesday afternoon, EST, Fay is centered 200 miles
north-northwest of Broome, Western Australia. Moving southward at only
6 mph, Fay holds highest sustained of 105 mph. Fay is forecast to head
towards the south and the southwest over the next 48 hours; such a
path would ultimately lead to landfall in northwestern Australia.

Meantime, a new tropical cyclone has come to life over the eastern
South Indian Ocean near Australia's remote Cocos, or Keeling, Islands.
Late Tuesday afternoon, EST, this un-named cyclone holds top sustained
winds of 40 mph about a center which is about 200 miles southeast of
the Cocos Islands. Further strengthening on an open-water, westward
heading is forecast for the storm.

An early heat wave has built over India, and Tuesday was amongst
the hottest days thus far. Nearly all of the nation outside of
highlands and away from water heated to between 100 and 110 degrees.
For the month, Bikaner in the northwest has been hotter than usual by
10.5 degrees. In the south, Sholapur topped 100 degrees on every day
of March but two. While March is a hot month in southern India,
Sholapur has nonetheless topped its mean monthly temperature by
nearly six degrees.

Far-western Australia sweltered again Tuesday. One inland hot
spot in the northwest, Nyang, topped out near 110 degrees, and
100-degree heat reached to the sea.

A decidedly unspringlike Churchill, Manitoba, early this week
registered statistics befitting the deepest depths of winter. A rush
of arctic cold borne on northwesterly winds sent the temperature
tumbling to 20 degrees below zero in the daylight of Monday. Wind
chill slipped to 55 degrees below zero. Monday night, the low was 31
below with wind chill at times under 50 below.

A cold day in eastern Canada. Montreal, Quebec, began Monday with
a low of 3, and there followed a high of 17. Respectively, these were
18 and 21 degrees below average for the date.

Much of northwestern Mexico has sweltered lately, and Tuesday
offered no relief from the heat. In northern Sinaloa, the town of
Choix was rising into the upper 90s again Tuesday afternoon. Highs
here were 103, 104 and 99 degrees, respectively, Saturday, Sunday and
Monday.

The week has begun with soaking showers and thunderstorms in
parts of eastern Brazil. In southernmost Bahia, the oceanside town of
Caravelas was drenched by 7.8 inches of rain in the 54 hours to
Tuesday midafternoon.
