March 16, 2004 6:10 p.m.

Tropical Cyclone Fay is gaining strength over the Timor Sea off
northwestern Australia. Late Tuesday afternoon, EST, Fay is centered
280 miles west of Darwin, Northern Territory. Moving towards the west
at 13 mph, the cyclone has highest sustained winds of 40 mph. Fay is
forecast to head mostly west-southwestwards for the next 24-48 hours
thereby skirting the Australian coast. Further strengthening is also
indicated. In its formative stages, Fay unloaded almost 8 inches of
rain on Bathurst Island.

An un-named tropical storm is churning the waters of the southern
Philippine Sea. As of late Tuesday afternoon, EST, the storm is
centered about 20 miles north-northwest of Koror, Palau, with highest
sustained winds of 40 mph. This storm is forecast to head more-or-less
northwestward and strengthen during the next 24-36 hours. Ultimately,
the storm may bring severe weather to the Philippines.

A cold front Tuesday ended a spell of unseasonably hot weather in
the United Arab Emirates. Whereas Sunday and Monday saw highs near 100
degrees, Tuesday was no more warmer than the upper 70s and lower 80s
in most places. Indeed, Tuesday's highs were generally about the same
as Monday's morning lows. Average highs near middle March are in the
lower 80s here.

Tuesday, springlike warmth surged northward in eastern China.
Eighty-degree warmth was registered as far north as southern Shanxi
province where Yungcheng hit 83 degrees, or almost 30 degrees above
average. To the northeast, highs of 79 degrees were set in Weifang and
Jinan, both of which are in Shandong; these marks were about 25
degrees above the daily mean maximums.

The Indian Sub-continent Tuesday was still locked in an early
heat wave. Highs 1-2 degrees shy of 110 were set over the plains of
southeastern Pakistan and into the neighboring Indian states of
Gujarat and Rajasthan.

Warmth more befitting of May than March Tuesday bathed Ireland and
the United Kingdom. In northern Scotland, for instance, Kinloss warmed
to at least 64 degrees, which would befit July far more than March.
Early afternoon readings of 60 to 65 degrees were spread widely over
eastern and middle England. London's Heathrow registered 63, rather
May-like.

Tuesday began with harsh cold gripping some of the Arctic
Archipelago of Canada's high north. Take Eureka on the island of
Ellesmere: Monday's low was -50, and there followed a high of -46;
then Tuesday's morning low was -57. The average range in temperature
is between -41 degrees and -27 degrees. Alert, also on Ellesmere,
slipped 51 degrees below zero late Monday. Pond Inlet, Baffin Island,
high -52 Monday, and -53 Tuesday, and the high in between was -41.
Even a little of the mainland registered -50 degrees; specifically,
Hall Beach on the Melville Peninsula set a low of 52 degrees below
zero early Tuesday.
