March 15, 2004 6:01 p.m.

The Indian Sub-continent burned in an unusually early heat wave
Sunday and Monday. Highs above 100 degrees were set over much of
India and the plains of Pakistan, and in a bit of Bangladesh. Much of
neighboring Myanmar, part of Southeast Asia, shared in the withering
heat. Monday's hot spots were Chhor, Pakistan, at 111 degrees, and
Bikaner, India, with 110.

A spring storm Monday unsettled much of Iran. A burst of snow
early in the day left an inch or two of white over Tehran. Ghuchan
picked up about 10 inches of heavy, wet snow. High winds sustained at
45 to 50 mph raked Shiraz. Strong, warm southwesterly winds over the
south and east bore Arabian dust along with dust stirred up locally.

A powerful storm battered parts of the British Isles with high
winds Sunday. At Southampton, England, wind gusts reached 59 mph
around noon Sunday. Culdrose had even higher wind gusts, topping out
at 61 mph. Many other sites, including London, reported wind gusts
over 40 mph. Far to the north, Sumburg, Shetland, clocked gusts above
65 mph. The strong south and southwesterly winds brought mild air into
the region, and most places had temperatures in the 50s Sunday
morning. In contrast, the previous week was quite chilly throughout
the British Isles, with temperatures in the 30s and 40s, and snow in
many areas.

Two tropical waves in the southern hemisphere are being closely
watched as each has shown signs of tropical cyclone formation. The
more notable of the two waves is near northern Australia's Melville
and Bathurst islands as of midafternoon Monday. This disturbance has
already unloaded about 3.1 inches of rain on Bathurst. The second
tropical wave is over the open South Indian Ocean about 800 miles
west-southwest of Australia's remote Cocos, or Keeling, Islands, and
is no threat to land at this time.

On Australia's Queensland coast, the town of Cairns has had four
days of on-and-off downpours as of Monday night, local time. Total
rainfall during this stretch has been about 12.4 inches, including 4.6
inches in the last 18 hours.

A slow-moving storm dropped heavy rain on parts of far
northwestern Africa during the weekend and on Monday. In northernmost
Morocco, rainfall was 3.4 inches as of late Monday, local time, in
Oujda. Al Hoceima collected 2.0 inches of rain from the storm. The
story was similar in northwestern Algeria. Maghnia was pelted by 3.6
inches of rain. Rainfall was at least 3.1 inches in Tlemcen and may
have been much higher due to spotty and inconsistent observations.
