"Winnipeg may have missed a blizzard yesterday but other areas of Manitoba
were walloped with as much as 30 cm of snow. Conditions deteriorated
shortly after 6 p.m. By 6:30 p.m., the RCMP closed Highway 16 from the
Saskatchewan border to Minnedosa and Highway 59 from Winnipeg to St. Malo,
due to blowing snow, poor visibility and slippery conditions.
At press time, the freezing rain was blowing out traffic lights and power
in areas of Winnipeg and sections of the Interlake. RCMP were warning
motorists of extremely slippery conditions on highways surrounding the city
and several accidents -- including rollovers -- had already been reported
north and south of Winnipeg. "
