February 16, 2004 5:48 p.m.

Strong winds Sunday and Monday followed a strong late-winter storm
passing out of southwestern Asia and into Western Turkistan (the
former "Soviet Central Asia"). High winds raked much of northern Iran
kicking up clouds of dust, also blowing snow over colder, higher
ground. Ardabil early Monday clocked steady winds near 55 mph; gusts
may have reached hurricane strength. Central Asian deserts of the
Turan lowland Monday showed widespread reports of blowing dust, some
severe, and the dust rode strong winds to the more fertile foothills
of Afghanistan, Tajikistan, Kyrgyzstan and Uzbekistan.

A fearsome blizzard battered northern Labrador, Canada, Sunday
into Monday. At Saglek Bay, several hours Sunday afternoon saw winds
of 70-90 mph at temperatures 5 to 10 degrees below zero. Winds of 50
to 70 mph lashed Nain at readings to 15 below and with fresh snowfall
of about one foot.

The tropical depression designated "01W" Monday is dissipating
over the Philippine Sea north of Palau. Early Monday morning, EST,
this weak depression is located 280 miles north-northeast of Koror,
Palau, with highest winds below 25 mph. Sunday into Monday, local
time, this tropical low helped to trigger cloudbursts over Palau:
more than eight inches washed Koror.

Australia's southern desert Monday weathered another day of
blistering heat. Highs near 115 degrees were set over the opal mining
belt of South Australia, towns such as Coober Pedy and Andamooka.
Tarcoola registered 114, and Oodnadatta, 113. The high heat was not
confined to this state; New South Wales showed 112 degrees at Bourke.

Monday's 24-hour rainfall of 6.2 inches at Quelimane made it 7.4
inches over two days in this shore city of Mozambique in southern
Africa.

Strong winds lashed the tiny, storm-prone islands off southern
British Columbia, Canada, on Monday. Solander Island clocked hurricane
strength gusts of 79 mph at midday; sustained winds blew nearly 65
mph. Highs winds also battered Sartine Island. Here, highest sustained
winds as of midafternoon were 62 mph and top gusts were 75 mph.

Parts of northwestern Russia were unusually frigid Monday. One
site, Nar'yan Mar, registered a high of minus-25 degrees versus an
average high of 8 degrees above zero. Monday's morning low was
minus-29 degrees, but the temperature had already dipped 32 degrees
below zero as of Monday evening. The mean daily low here in middle
February is minus-4 degrees.
