Frank is now weakening quickly over the open southern Indian
Ocean. Late Friday afternoon, EST, Frank is 1225 miles east-southeast
of Mauritius, and 1200 miles south-southeast of Diego Garcia, British
Indian Ocean Territory. Highest sustained winds about Frank are down
to 50-55 mph; it is headed towards the southeast at 20 mph. Not only
is Frank far from any land, it likely will dissipate as a named
tropical cyclone within another one to two days.

High winds Thursday and Thursday night raked outer islands of
British Columbia, Canada. On Sartine Island, winds surged above
hurricane strength reaching to 90-100 mph in gusts.

The whole week thus far has seen abnormal warmth spread over most
of northwestern and northern Europe. Friday's spotlight was upon
southern Germany and much of Austria. Nearly 30 degrees above average
were Munich, Germany; Vienna, Austria; and nearby Bratislava,
Slovakia, all of which flirted with 65 degrees early in the afternoon.

Remarkable day-night temperature spreads lately have been
observed in southern Chile. At Temuco, Thursday began at a chilly 41
degrees, or at least five degrees below average. But the high that
followed, 99, was more than 20 degrees above average and about near
the upper limit for temperatures in the area. Still farther south,
the Patagonia mountain town of Balmaceda warmed to 85 degrees
Thursday; the high was wedged between respective lows of 33 and 32
degrees.

Drenching rains hit parts of Queensland, Australia, during the
second half of the week. At Cairns, about 11.9 inches of rain fell
within 42 hours ended Friday afternoon, local time. February lies at
the heart of the rainy season here. The monthly average rainfall is
17.6 inches.

Twenty-four hour rainfall as of Friday morning was 4.6 inches at
Cobija, Bolivia.

Soaking thunderstorms and showers pelted the island of Viti Levu,
Fiji, on Friday. In only six hours, about 5.0 inches of rain poured
down on the Nadi International Airport.

A long-lasting and heavy snowstorm struck eastern Russia's
Poluostrov Kamchatka (Kamchatka Peninsula) at mid- and late-week. One
site, Petropavlovsk Kamchatskiy, saw its snow depth rise 32 inches
from 23 to 55 inches within 48 hours as of early Friday, local time.
Liquid equivalent from the storm was 2.1 inches.
