[STORMREPORTS] nw va: Reports for Christmas snowstorm; Dec 11th Ice Storm

From: smwincva_wxman{at}webtv.net
Date: Mon Dec 30 2002 - 19:59:13 EST

Winchester (nw) VA Dec 30th

Pardon the delay in preparing this report (now actually on 2 storms), i
have been busy with work & the holidays & unable to find enough time to
compile it.

The December 25th snow storm almost did not happen here. There was no
fresh cold air to work with. In fact was 50 on Monday & 40 the night
before. The Baltimore/ Washington office decided on a strongly worded
statement vs a watch.
http://wxmatrix-membersonly/group/VA_StormNet/message/18448

We had 4" of snow & ice on the ground when it ended. It began snowing
lightly a few hours early about 12:30pm Tuesday. By 4pm moderate snow
was falling, & pavement that was wet began to accumulate snow.

At dusk, up to 1" was on the ground, the most in shaded locations. That
rose to 1-2" when the heavier snow ended about 8pm. Occasional lt
freezing rain & drizzle crusted the snow. Moderate to heavy snow fell
between 7:30am & 11am Christmas morning. New snowfall was 2.5". Total
water content was .62".

The sun came out by 1pm, & temperatures that were near 30 overnight & 32
in the am soared to 39, melting most of the snow on pavement. Only 2"
remained on the ground at 8pm.

Winds picked up dramatically behind the low. My peak wind gust (PWG) Wed
was 45mph & Thur was 42mph. At Winchester Regional PWG was 52mph Wed &
49mph Thursday.

Other Regional PWG's for THUR only:
Children's Hospital Washington DC: 49mph;
Valley View Elem School, Martinsburg WV: 51mph;
(Coast Guard) Outreach Center, Shepardstown WV: 40mph;
Potomack IS, Falling Water WV: 46mph;
Bristrow Run, Bristrow VA: 50mph
Randolph Macon Academy, Front Royal VA: 53mph;
Towers Cresent, Tysons Corner VA: 53mph

==============
Ice Storm Dec 11th

Freezing Rain fell between 3am & 3pm here, and caused severe damage to
trees & power lines. I measured ice 1/4 to 1/2" ice late Wednesday am.
An incredible 1.46" of rain fell, though it was not a daily record.

Allegheny Power, which serves parts of PA, MD, VA & WV, said the ice
storm was one of the most destructive on record for their company.
Although outages were happened too rapidly too keep accurate numbers,
the numbers are staggering. The company reported 150,000 customers (
that's meters/accounts, people count is higher) outages during the
storm.

The Winchester office, which serves all or parts 5 counties in nw VA &
the city of Winchester, reported 19,000 customers w/o power at some
point during or after the storm. The local population base is about
150,000. It was one of the hardest hit regions affected by the storm. It
took four days to restore power to all customers. A few w/ damage to the
house point of entry had to wait a few more days.

A half mile section, about 6 blocks, of Valley Ave (aka US 11) was
closed 2 days for cleanup, repairs, & tree trimming.

A contractor removed damaged limbs from our trees on Sat Dec 21. The
largest cut circumference left on the tree was 6", the one that fell
nearest the house (& the one photo i sent on 12/11).

Most schools reopened 2 hours late the next day, but a few remained
closed because they were still in the dark. On Friday (13th), a
community recreation/learning center was still closed.
