=> Western Governors Weigh Wildfire Risk
DECEMBER 12 -- SAN DIEGO, CA: Governors from 18 western states are urging
federal
agencies to do more to reduce the risk of major wildfires like those that
burned millions of acres this
summer.

Members of the Western Governors' Association, according to a report in the
Billings Gazette,
adopted a resolution that conflicts with the view of environmentalists, who
argue that fuels reduction
projects will lead to what they consider excessive logging on federal lands.

Republican Gov. Dirk Kempthorne of Idaho, where fires burned over a million
acres this summer,
said failure to thin the forests has created an unsafe situation. "The
current forest health policy is not
working, and I contend it went up in smoke this season," Kempthorne said.
The governors'
resolution maintains that millions of acres of federal forests are in poor
ecological health with an
unacceptable risk of wildfire. Between 40 and 65 million acres of land are
at moderate to high risk of
fire, mostly in the West, according to Colin Hardy, a Forest Service
researcher who attended the
governors' winter meeting in San Diego.

Kempthorne, chairman of the association, said this year was the worst since
1910. Wildfires burned
more than 6.5 million acres this year; the 10-year average is about 3
million acres, and the low is
about 1.5 million. The story's available from the Billings Gazette, and the
Western Governors'
Association is also online.

=> Federal Court Order May Block Northwest Fuels Treatments
DECEMBER 12 -- SEATTLE, WA: A federal judge last week blocked more than
170 federal
timber sales, along with dozens of road and trail projects, in western
Oregon, Washington, and
northern California after finding that they pose immediate harm to
threatened and endangered fish.
The Oregonian reported that U.S. District Judge Barbara Rothstein issued an
injunction halting
timber sales in federal forests throughout the Cascades and westward to the
Coast Range. The order
also suspends road and trail maintenance, bridge construction, prescribed
fires, and other fuels
projects that were approved under the same reviews as the timber sales.

Because Rothstein's decision applies to nine national forests and five BLM
districts, it is perhaps the
broadest regional suspension of timber harvests since a judge in 1992 halted
logging in Northwest
forests to protect the northern spotted owl. The injunction declares that
federal agencies have not
complied with the mandates of the Northwest Forest Plan, the 1993 attempt to
protect threatened
species and sustain the logging industry.

"It's going to stop a lot of timber sales, but it also shows the extent to
which we have to repair the
federal logging program," said Doug Heiken of the Oregon Natural Resources
Council, one of the
environmental groups that sought the injunction. The Endangered Species Act
requires the Forest
Service and BLM to obtain clearance from the National Marine Fisheries
Service before permitting
forest projects that may affect protected fish. Because the judge has
invalidated that clearance,
however, the agencies cannot legally proceed with projects in drainages
where threatened fish are
found.

Affected forests include the Mount Hood, Umpqua, Siuslaw, Siskiyou, and
Rogue River national
forests in Oregon, the Gifford Pinchot in Washington, and the Klamath,
Shasta-Trinity, and Six
Rivers in California. The story's online from the Oregonian.

   => U.S. Weather Threats Assessment Valid Friday, December 15, 2000 -
Tuesday,
December 26, 2000.
Summary of Forecasts & Threats

SYNOPSIS: Outbreaks of very cold Canadian air are predicted to affect much
of the northern and
central contiguous U.S. during this period, as well as the northern half of
Alaska. The frigid air is
forecast to originate over the usual source region of western Canada, with
some of the arctic air
heading into Alaska, and some plunging southward and eastward, overspreading
the Lower 48
states mainly from the Continental Divide eastward. Brief penetrations of
arctic air are also possible
for the Mid-Atlantic region.

THREATS

Well below normal temperatures are expected for much of the northern half of
the country, east of
the Divide, from Wed., Dec. 20th to Tue., Dec. 26th.

Snowy conditions are forecast over the Great Lakes region on Dec 15th, with
heavy lake-effect
snow possible over the usual climatologically favored areas.

Drought continues across the central Florida peninsula during this
assessment period.

DETAILED SUMMARY

For Friday December 15 through Sunday December 17: Another major outbreak of
arctic air is
predicted to push southward and eastward from Canada into the Upper
Mississippi Valley and
Great Lakes region during this period. This very cold airmass is likely to
trigger heavy lake-effect
snowfall to areas downwind of the Great Lakes on Friday, Dec 15th.

For Monday December 18 through Tuesday December 26: Continuing cold weather
is forecast for
the Great Lakes region, with another blast of arctic air predicted for the
nations midsection during
this period. Very cold temperatures are also in store for northern and
central Alaska during the first
few days of this forecast period. Long-term drought continues over
north-central Florida.
