Dear Art Stevens
As far as we could see Debbie was never a hurricane and further more Debbie
was a low pressure system at the time of the scan so therefore the team
attempted to identify a central quad. That central quad was an estimate based
on early imagery that we had obtained. As usual what our watch team ascertains
or develops in the way of a central quadrant is a comparative analysis of 14
images. Regardless, we attempt to keep our error margins within a degree. As
Chief of Operations we attempt to be accurate for life safety above all, so
far we haven't had any complaints from our members from our watch area. But I
will check our archived drive and respond to you in due coarse. Thank You for
your comment.
