Saturday, Tropical Cyclone Percy is dissipating over the open
South Pacific Ocean. Another tropical cyclone may be taking shape in
the wake of Percy between Rarotonga, Cook Islands, and Samoa.

A winter storm swept over the Korean Peninsula Friday into
Saturday. Roughly a foot of snow piled up at Uijongbu, South Korea.
Uljin and Pohang had about 8 inches while Pusan had at least 3 inches.

Heavy late-week rains have doused Montenegro, which is part of
the federation of Serbia and Montenegro. As of Saturday, rainfall was
6.2 inches at Tivat. In the hill town of Niksic, cold downpours
unloaded more than 5.0 inches of rain over snow cover of about 15
inches.

Ellesmere Island, Nunavut, Canada, won honors for world`s cold
spot (other than Antarctica) Friday and again Saturday. Respective
lows of 58 and 57 degrees below zero sandwiched Friday`s high of 49

the date, -29 and -41 degrees, respectively, bespeak the coldest
climate in Canada.

Western Canada has basked in relative comfort since the second
week of February. Beginning February 9, the mean temperature has been
18.8 degrees above average at Fort Saint John, British Columbia. What
is more, the first four days of March have been an average of 26.8
degrees higher than usual. Western Canada has seen bouts of unusual
warm for the last three to four weeks.

Much of Greenland was milder than usual on Friday. Parts of the
south and west were exceptionally mild for early March. In the far
south, 54 degrees was reached at Narsarsuaq whereas the average daily
high in March is 27. In the west, highs were 51 and 47 degrees,
