February 8, 2005 5:52 p.m.

As of Tuesday, Tropical Cyclone Meena is dissipating over the open
South Pacific Ocean. Sunday, whilst still a strong cyclone, Meena
rocked Rarotonga, Cook Islands, with gusts to 60 mph; rainfall was
about four inches.

Vivienne is a moderate tropical cyclone over the eastern South
Indian Ocean. Late Tuesday morning, EST, Vivienne is located 355 miles
northwest of Port Hedland, Western Australia, Australia. Holding top
sustained winds of 35 mph, the cyclone is nearly stationary. The storm
is forecast to drift over open seas for the next day or two.

Much of eastern Greenland has been battered lately by gales and
even sustained, hurricane-strength winds. Weather observations taken
at Ikermit showed steady, 85-mph winds Monday; it was 13 degrees at
the time. Tuesday, sustained winds here were near 70 mph. Far to the
north, Scoresbysund registered 50-mph winds and whiteouts Monday.
Bitterly cold gales were observed right into the northeasternmost part
of this vast island.

Much of eastern Europe has begun the week in the grip of a cold
wave. This was well displayed on the Balkan Peninsula. In Serbia,
Monday`s low of -17 degrees at Sjenica was a full 40 degrees below
average; at -21 degrees, Tuesday started even colder. Elsewhere
Tuesday, Romania had morning lows of -24 degrees at Miercurea Ciuc, in
the Transylvanian Highlands, and -15 degrees at Rosiori de Vede, on
the plains of Walachia. Bulgaria reached -11 degrees at Dragoman, and
a low of 15 degrees below zero was set at Bitola in Makedonija
(Macedonia).

Cold rains and mountain snows fell early this week along the
Levant, or the eastern shores of the Mediterranean Sea. The latest
bout of wet weather boosted rainfall at Beirut, Lebanon, to about six
inches since the start of the month. Snow fell low enough to blanket
ground down to at least 3000 feet, thereby whitening the hills from
Lebanon south into Israel and the West Bank, and also to Amman, Jordan.

The week has started off cold and snowy over Tehran, Iran. As of
mid day, Tuesday, snow having water equivalent of nearly 1.0 inch
measured about five inches deep.

A western Mediterranean storm has dropped locally heavy rain upon
southwestern Europe in recent days. In Perpignan, southeastern France,
rainfall was 4.5 inches from midday Sunday to late Tuesday, local
time. February's average rainfall here is about 1.8 inches, so these
downpours left 2.5 times the monthly mean. On Spain's island of
Mallorca, Palma de Mallorca caught 3.2 inches of rain during roughly
the same time.

It's been quite windy lately on tiny North Rona Island off
northwestern Scotland. Monday, sustained winds blew 55-70 mph for more
than six hours. Tuesday saw steady winds as high as 55 mph.

The first week of February was considerably milder than normal in
much of eastern Canada, and it was especially mild near the
Ontario-Quebec line. Both Val-d'Or, western Quebec, and Earlton,
eastern Ontario, had an average temperature that was 25 degrees above
the mean during the first seven days of the month.
