Tropical Cyclone Meena is weakening over a largely open sector of
the South Pacific Ocean. Late Monday afternoon, EST, Meena's top
sustained winds are down below 60 mph. Centered 300 miles south of
France's Tubuai Island and 700 miles south of Papeete, Tahiti, the
cyclone is moving quickly towards the east-southeast at 37 mph. Meena
will weaken further over open waters during the next 2-3 days.

Having spiraled inland from the Gulf of Carpentaria, Tropical
Cyclone Harvey is rapidly weakening over northern Australia late
Monday afternoon, EST. Heavy, flooding rains will remain a threat to
northeastern sections of Northern Territory and northwestern
Queensland for the next 24-48 hours.

An un-named tropical cyclone, meantime, is loitering off
Australia's northwestern shores. Late Monday morning, EST, this storm
is centered 305 miles northwest of Port Hedland, Western Australia,
where it holds top sustained winds of 40 mph. The cyclone is forecast
to drift over open seas with little change in strength through early
Wednesday.

Late last week, abnormally heavy wintertime rains soaked western
Mexico's state of Sinaloa. Rainfall was 4.5 inches at Choix and 3.3
inches in Culiacan. Both locations have an average rainfall near 0.7
of an inch during February.

Northwestern Canada's Yukon Territory has been much colder than
usual so far this February. The first six days of the month in Dawson,
for example, registered a minus-40-degree average temperature with
this mark 28 degrees below the mean.

A storm with hurricane strength whipped portions of southeastern
Greenland Sunday to Monday. At Ikermit, sustained winds blew 50 mph
or greater for about 24 hours as of late Monday afternoon, local time.
Earlier in the day, sustained winds roared 85 mph.

Much of eastern Europe from the Balkan Peninsula to eastern Poland
and Belarus suffered through abnormal and locally severe cold early on
Monday. In Serbia, the low of -17 degrees at Sjenica was a full 40
degrees below average. Belgrade International Airport dipped 3 degrees
below zero whereas the mean daily low in February is 27. The story was
much the same in Romania where the western city of Arad fell to -12;
this mark, too, was 40 degrees below average. Slovakia had -11 degrees
at both Poprad and Sliac. At Ivano-Frankivs'k, western Ukraine, -21
degrees was registered versus the average low of 22. Coldest
observation sites in Belarus where Slutsk and Babruysk where -19 and
-17 degrees were measured, respectively.

The wet season has struck with full fury across western portions
of the Middle East over the past week. Areas along the eastern
Mediterranean coast have been drenched by 7 to 9 straight days of
measurable rain. Since January 30th, Beirut, Lebanon has received over
4.5 inches of rain; double the normal rainfall for this 9 day period.
As of midday Monday, local time, Tel Aviv, Israel has been drenched by
over 4 inches of rain through the first 7 days of February. The normal
rainfall for the entire month of February is just shy of 3 inches.
