Tropical storm Talas was slowly strengthening over the western
North Pacific Sunday afternoon. With sustained winds near 55 mph, Talas
was centered about 290 miles-southeast of Agana, Guam and moving
toward the west-northwest at 23 mph. Remaining on this track, Talas
should pass close enough to Guam to cause some heavy rain and strong
wind late Monday into Tuesday.

Much of Europe has had a stagnant weather pattern for the last
week. A large high pressure system has settled over central Europe
for the period, bringing days of mostly cloudy and chilly weather with
light winds. Interestingly enough, the weather has been unusually warm
in a lot of mountain areas. A very warm air mass has been sitting on
top of the shallow layer of cold near the earth's surface. One extreme
example of this is in Germany, where Berlin had a temperature of 32
degrees Saturday afternoon while the temperature soared to 37 degrees
at Zugspitze, a lofty mountain peak nearly 10,000 feet above sea level
in southern Germany. Similar weather patterns in the past were
disastrous because the conditions trapped and concentrated pollution
in major cities, causing widespread illness and numerous deaths.

In the past three days, Thursday through Saturday, just over 23
inches of rain have drenched Kuantan, Malaysia. Of this, nearly 15
inches fell in a 24-hour period ending early Sunday, local time.
Flooding in eastern Malaysia has proved deadly and forced thousands
to flee their homes.

Hopa, Turkey has been a cold and very wet place for the past few
days. Rain fall steadily from Thursday evening through Sunday
morning, amounting to nearly 5 inches. During this time, temperatures
hovered just above freezing, in the middle to upper 30s.
