December 8, 2004 3:40 p.m.

Strong thunderstorms Tuesday prowled the afternoon skies along the
Andes of Bolivia. One struck the airport at Cochabamba, where highest
gusts reached 70 mph.

Yakutsk, Russia, is capital of the sprawling Siberian district of
Yakutiya, also known as the republic of Sakha. Within its
far-reaching borders lies the Pole of Cold, the coldest of inhabited
lands. Yakutsk is far and away the biggest town in the Pole, though
not located within its coldest corners. This being said, an ongoing
cold wave which began at the end of November has been striking. The
eight days ended Tuesday had a mean temperature of -50.2 degrees, or
20.2 degrees below average (yes, the average temperature for this
stretch is 30 below zero -- and its not even winter). Wednesday
morning was the coldest morning of this wave, as the low was 62
degrees below zero. A look back through records shows that the last
time it was this cold at Yakutsk was in late December, 1997. It is an
interesting side light that the interaction of such deep cold with a
city of some 100,000 residents is thick ice fog -- it has shrouded
the city most of the time with visibility as low as 100 yards.

The first full week of December has been stunning in its
temperature range east of the Canadian Rocky Mountains. Take, say,
Edmonton, Alberta. Here, last Thursday and Friday were warmer than
usual by 25 degrees, highest reading being 50 degrees. The dip in
temperature last weekend was a sharp one, one that culminated in a
Tuesday morning low of 27 degrees below zero at the main Edmonton
airport. The swing in temperature was no less dramatic at Fort Saint
John, BC, were the high of 44 degrees last Thursday set a new daily
maximum for the date. Yet, as of Tuesday morning, the 24-hour
temperature range was from 22 to 12 degrees below zero. Average daily
temperatures were warmer than usual by 32 (Thursday) and colder than
usual by 26 degrees (Monday). These areas held in the arctic grip
through early Wednesday.

Plenty of mild air was in place over much of Italy as a storm off
to the west continues to pump warm air into the area. The mild
temperatures continued over Rome, Italy, where normal temperatures are
almost 9 degrees to cool for the first 7 days of the month. The
average temperature is near 60 degrees this month, which normally is
around 51 degrees. This is in addition to the already 2.71 inches of
rain that has fallen so far this month. Typical rainfall for the
entire month is 3.70 inches, of which, nearly 2.7 inches, or 75
percent of the monthly normal has fallen.
