November 1, 2004 5:24 p.m.

Weekend downpours lent a fitting end to an exceptionally wet
October in southeastern Japan. Tokyo ended the month with rainfall of
30.9 inches, or 22.7 inches above average for all of October. Oddly,
rainfall last October was nearly as high as that of the first full
nine months of 2004, which was 31.3 inches, or 16.2 inches below
average for the span.

Coldest weather of the season thus far gripped the Arctic
Archipelago of Canada Sunday into Monday. The Aulavik National Park
on Banks Island, NWT, reached 40 degrees below zero Sunday. As of
Monday morning, the 24-hour high was 30 below. In Nunavut, Isachsen,
Ellef Ringnes Island, dipped 35 degrees below zero early Monday.
Other lows in Nunavut included -30 degrees at Eureka, Ellesmere
Island, and -29 degrees at Resolute, Cornwallis Island.

Winds above hurricane strength near daybreak, Monday, raked the
outer islands of British Columbia, Canada. Highest gusts were 87 mph
on Solander Island, and 83 mph on Sartine Island.

As gales raked the northern shores of Norway Sunday and Monday,
heavy snows fell inland, both in Norway and nearby Sweden. Monday
morning, snow depth reached 11 inches at Hemavan, Sweden, with the
storm still well under way.

Heavy seasonal rainfall soaked the southeastern shores of India
last weekend. Total rainfall at Cuddalore was 14.6 inches Friday
through Sunday. Rainfall was also about 7.0 inches as of Sunday at
Chennai (Madras).

November began unseasonably warm in much of southeastern Europe.
Bulgaria was especially warm Monday. Veliko Turnovo, for example,
reached 84 degrees. Nearly as warm were Lovech and Ivailo, each of
which recorded a top temperature of 83 degrees. The capital, Sofia,
spiked to 76 degrees. Average daily highs in early November are in the
middle 50s in these areas.

Downpours lately have drenched parts of the South Pacific island
nation of Vanuatu. On the island of Vanua Lava, for instance, 72-hour
rainfall ended Monday morning, local time, was 6.6 inches at Sola.
