Tropical Storm Ma-on is plying the waters of the Philippine Sea.
Late Monday afternoon, EDT, Ma-on is a minimal tropical storm with top
sustained winds near 40 mph. Centered 685 miles southwest of Iwo Jima,
one of Japan's Volcano Islands, and 745 miles southeast of Naha,
Okinawa, Japan, the storm is hardly moving; it has had a slight
northward drift. Ma-on is forecast to strengthen and to take on a
heading mostly towards the northwest over open seas during the next
2-3 days.

Saturday, Sunday and Monday saw downpours spread across much of
southern India. Along the Arabian Sea, rainfall during these days was
9.1 inches at Kozhikode. On the shores of the Bay of Bengal, meantime,
Kakinada was washed by 5.0 inches of rain.

Summery heat built over much of France on Monday. Indeed, this
would have been a hot day by mid-summer standards in a few areas. In
the southwest, for example, Mont-de-Marsan topped out at 92 degrees
versus an average early October high near 70. Paris reached 80
degrees, thereby besting the average high for the date by 17 degrees.

As of Monday morning, local time, two-day rainfall at Omaezaki,
Japan, was 5.6 inches. Oshima reported 3.5 inches, while 3.1 inches
was recorded in Tokyo.

The southern hemisphere is coming out of winter and emerging into
spring. At the San Martin Base on the Antarctic Peninsula, Saturday
saw temperatures rise through the 30s, topping out at 41 degrees at
midday - more than 15 degrees above normal. However, a blinding snow
squall hit early in the afternoon dropping temperatures through the
teens and below zero by the end of the day. The overnight temperature
bottomed out at 14 degrees below zero. As of midday Sunday, the
temperature had only recovered to 10 degrees - about 15 degrees
below normal. Winds Sunday afternoon were also sustained at 40 mph,
making it feel like it was more than 30 degrees below zero.

Unusually wet weather hit southeastern Pakistan Saturday night into
Sunday, local time, as an unnamed tropical cyclone (03A) moved into the
country. The country's capital, Karachi, had 1.4 inches of rain, Badin
reported 2.1 inches and Hyderabad had 2.7 inches.

Torrential rain drenched parts of Vietnam this past weekend. In
a span of 24-48 hours, over 12 inches flooded Phu Bai while 5.8
inches fell at Qui Nhon. Da Nang reported about 4.5 inches.

Downpours unleashed 5.1 inches of rain on Pekanbaru, Indonesia,
Sunday into Monday.

Veracruz, Mexico, was hit by downpours each of the last 3 days.
Rainfall has totaled 6.3 inches since Saturday.
