Rainfall stemming at least in part from Mindulle has been heavy
to excessive over eastern Korea. Sokcho, South Korea, picked up
9.7 inches of rain Saturday night to early Monday, local time. Most
fell within about twelve hours. In North Korea, Wonsan observed
rainfall of 9.5 inches within 36 hours.

Jarud Qi, Nei Mongol (Inner Mongolia), China, collected 8.8
inches of rain over a 48-hour's stretch ended late Monday, local
time. This was 30 to 50 percent of the mean yearly rainfall for this
part of Asia.

Vostok station, Antarctica, observed a low of 105 degrees below
zero early Monday. Dome "C" station was at least 99 degrees below
zero.

Monday, gales and whiteouts racked Mawson station, East
Antarctica, for a second day. Winds blew at steady speeds of 55 to 70
mph; gusts, while not reported, were no doubt well above minimal
hurricane strength.

A tropical depression is over the central North Pacific Ocean far
from any land. Late Monday afternoon, EDT, it is 1200 miles southwest
of Hilo, Hawaii, having highest sustained winds of less than 30 mph.
Drifting towards the west-northwest, and forecast to continue doing
so, this could eventually become a tropical storm as it makes its way
towards the International Date Line.

Recent days have been abnormally warm, even hot, in northwestern
Russia. Monday saw temperatures climb well into the 80s beyond the
Arctic Circle and even to the cold waters of the Barents Sea. Topping
the list of warm spots was Nar'yan Mar with its 87-degree high. July's
daily average high here is 63 degrees. On the shores of the Kanin
Peninsula, Shoyna surged almost 30 degrees above average in reaching
84.

Soaking showers and thunderstorms unloaded 2-3 inches of rain in a
small area astride the Ontario-Quebec border in Canada well to the
northwest of Ottawa Sunday to Monday. Among towns getting these
downpours were Rouyn and Barrage Angliers, QB, and Earlton, ON.
Average rainfall for all of July in this area is a little over 3
inches.
