June 30, 2004 5:25 p.m.

Wednesday, Typhoon Mindulle weakened, yet dealt northern
Philippines a hammering with destructive winds and flooding rains.
Late Wednesday afternoon, EDT, the core of Mindulle is located amidst
the Batan Islands, north of Luzon, and 450 miles north of Manila,
Philippines. Mindulle, its highest sustained winds down to 90 mph, is
drifting towards the north at 11-12 mph. A slow, northward motion over
the next 6-12 hours will slow the departure of flooding rains and
destructive winds from northern Philippines. Afterwards, it is
forecast to head for Taiwan, which could take a severe pounding from
Mindulle's winds and rains by late Thursday, local time.

As of early Thursday morning, local time, rainfall at Baguio,
Luzon, Philippines, was nearly 36 inches within about 66 hours. Baguio
is perched over the highlands of western Luzon. Along the shores of
northwestern Luzon, Laoag amassed rainfall of 20.4 inches within 36
hours as of Wednesday evening.

Typhoon Tingting is now moving away from Japan's Volcano Islands,
having dealt them a harsh blow Wednesday. Late Wednesday afternoon,
EDT, Tingting is centered 235 miles north-northeast of Iwo Jima, one
of the Volcanoes. Heading towards the north at 14 mph, Tingting still
holds highest sustained winds of 75 mph. Tingting will continue to
head away from the Volcano and Bonin Islands of Japan, and towards the
wide-open North Pacific Ocean, while weakening over the next several
days.

The measure of Tingting's pounding of Iwo Jima Wednesday was in
the many gusts clocked at 75 to 85 mph. Highest steady winds were 50
to 55 mph.

Wednesday's rainfall was a mere 0.01 of an inch at the
international airport on the island of Guam, but June's rains were
record-setters. The month ended with 37.99 inches of rain, thereby
smashing the June record of 13.33 inches from 1985. June's average
rainfall here is about 5.8 inches, so this month's rains were more
than six times the mean. A large part of this tally came on the 27th
and 28th as Tropical Storm/Typhoon Tingting passed nearby; rainfall on
these two days was about 21.5 inches. Three-inch dousings occurred on
the 16th and 21st.

Soaking rains brought an end to a lengthy heat wave in eastern
China's Shaanxi province late Tuesday and Wednesday. Thunderstorms
unloaded 3.1 inches of rain within 12 hours at Xi'an whereas the
mean rainfall here for all of June is about 3.0 inches. Just as
notable, however, was the cooling triggered by the rains. Wednesday's
high was just 77 degrees whereas highs on 7 of the preceding 10 days
were 100 degrees or greater. The three days that failed to reach 100
during this stretch peaked at 99, 98 and 97 degrees. June's average
daily high is only 87 degrees. These ten days were hotter than average
by almost 14 degrees.

Tuesday to Wednesday, local time, a powerful storm with high winds
and heavy rains slammed northern New Zealand. At Hicks Bay in the
east, 24-hour rainfall was 6.6 inches. Winds Wednesday were near gale
strength at Auckland, and above gale strength with 60-mph gusts at
Wellington. Along the eastern shores of the North Island, Castlepoint
showed steady winds of nearly 60 mph.
