Typhoon Conson is now pulling away from northern Philippines and
seems to have set sights upon Taiwan. Late Tuesday afternoon, EDT,
Conson is 445 miles north of Manila, Philippines, and within 70 miles
south-southwest of Hengchun, Taiwan. Now owning top sustained winds of
nearly 105 mph, Conson is drifting towards the north-northeast at 8
mph. Conson is forecast to hold its north-northeastward bearing for
another 24 to 48 hours; this would put southern Taiwan within, or at
least near, the brunt of Conson's high winds and torrential rains
Wednesday, local time.

As Conson sprang to life late last week, it ushered in the start
of summer rains over northwestern Philippines including the city of
Manila. At Cubi Point (Olangapo), as of Tuesday, rainfall since Friday
was more than 15 inches, 9 of which fell within 24 hours ended Monday
morning, local time.

A strong tropical wave over the southern Philippine Sea, meantime,
is being closely watched to see if it becomes the region's next
tropical depression. Tuesday afternoon, EDT, this wave is within 50
miles of the island of Mindanao, Philippines; it is drifting westward
at 8 mph. The time for this disturbance to become a tropical
depression is short if it continues its westward motion and reaches
land. Even so, heavy rain is a threat for the southern Philippines for
at least the next 24 hours.

A tropical depression could take shape over the eastern Pacific
Ocean near southwestern Mexico within the next 24 hours.

Another day of noteworthy cold at the Vostok station, Antarctica:
Tuesday's morning low was 103.4 degrees below zero.

Tuesday afternoon, searing heat gripped most of the Arabian
Peninsula. In the west, Yanbu'al Bahr, Saudi Arabia, set a high of at
least 120 degrees. In the east, Fahud, Oman, reached 118 degrees.

Summery heat Tuesday invaded western Europe. By early afternoon,
London, England, had its first 30 degrees -- Celsius, that is, or 86
Fahrenheit -- of the year, as did Frankfurt, Germany, and Paris,
France. It was as hot at Oostende on the shores of Belgium. Mean
highs for the day are: 67 degrees at London, 70 at Frankfurt, 71 at
Paris, and only 63 at Oostende.

Monsoonal rains have been heavy in parts of southwestern India
lately. In Mangalore, rainfall was 10.7 inches within about three
days as of Tuesday afternoon, local time.

Summery heat and humidity surged northward into parts of
southeastern Canada Tuesday. In Toronto, Ontario, the temperature
climbed to at least 88 degrees at the Pearson international airport,
or 15 degrees above average and nearly to the day's 90-degree record
high. Windsor, ON, hit 90 degrees. Ottawa, the national capital, was
within 5 degrees of its record high when it reached 86. Other hot
spots in southern Ontario were Buttonville, Borden and Collingwood,
each of which soared to 90 degrees. In Quebec, Montreal spiked to 86
degrees.

Thundery downpours in eastern Thailand left 4.3 inches of rain
within 48 hours Sunday to Tuesday at Ubon Ratchathani.
