A tropical cyclone is spinning over the Arabian Sea west of
southern India. Late Wednesday afternoon, EDT, this un-named cyclone
is centered 170 miles southwest of Mangalore, India, where it holds
highest sustained winds of 40 mph. The storm is drifting towards the
east-southeast at 6 mph. Forecasts call for meaningful strengthening
during the next 48-72 hours. A slow, erratic motion is foreseen for
another day or so, then a north-northwestward heading is projected.
Such a path would keep the storm's core offshore, but any eastward
deviation would cause southwestern India to be threatened.

A second tropical cyclone has come to life, this one over the
central South Indian Ocean. This cyclone owns top sustained winds of
40 mph about a center which is 215 miles east-southeast of Diego
Garcia, British Indian Ocean Territory, as of late Wednesday afternoon,
EDT. Moderate strengthening on a heading slightly south of due west is
forecast for this storm during the next 48-72 hours. On this course,
the cyclone would brush Diego Garcia and the southern Chagos
Archipelago to the south.

Fiery heat burned eastern Pakistan and northwestern India
Wednesday. In Pakistan, 116 degrees was recorded at Nawabshah, Chhor
and Badin. The worst of the heat in India was in the state of Gujarat
where Rajkot soared to 114 degrees, and both Bhuj and Ahmadabad
spiked to 113.

Two separate thunderstorms unleashed downpours on Kuantan,
Malaysia, Tuesday night into Wednesday measuring 3.9 inches.
Thunderstorms also soaked Merauke, New Guinea, Tuesday with 4.1 inches
of rain.

Cold, soaking rains have chilled parts of Labrador, Newfoundland
and Quebec, Canada, early this week. In Labrador City, 72-hour
precipitation ended midafternoon Tuesday was about 2.2 inches. With
temperatures hovering in the 30s during this time, the storm began as
rain on Saturday, then changed to snow Sunday which accumulated 5
inches before turning back to rain Monday. Churchill Falls collected
3.0 inches of precipitation, largely as rain, but a small part as snow
and freezing rain, with temperatures varying from 32 to 40 degrees.
Farther south, Natashquan, Quebec, had 2.4 inches of rain in 36 hours
ending early Wednesday morning. Havre St. Pierre, just to the west
had 1.7 inches.

Heavy showers and thunderstorms, largely instigated by a sluggish
cold front, unloaded downpours over many areas of middle South America
Monday to Tuesday. In southern Brazil, the coastal city of Torres was
drenched by 6.1 inches of rain within 24 hours. Further inland,
rainfall was also excessive at the Iguazu waterfalls where the borders
of Brazil, Argentina and Paraguay meet. Here, rainfall was 5.2 inches
at Iguazu, Argentina, and 3.6 inches at Foz do Iguacu, Brazil. In
Bolivia, rainfall was 5.5 inches at Rurrenabaque, 4.8 inches at San
Borja and 3.6 inches in Reyes.
