Monday, a low from the Bay of Bengal came ashore in southern
India where it unloaded excessive rainfall. Rains that began on
Sunday in the state of Tamil Nadu amounted to about 6.3 inches in
Cuddalore and 4.9 inches at Tiruchchirappalli by the middle of Monday
night, local time.

A strong storm spinning over the western Mediterranean Sea brought
nasty weather to parts of southwestern Europe and far northwestern
Africa Sunday to Monday. Gibraltar was soaked by 2.8 inches of rain
within 36 hours as of late Monday, local time, nearly doubling May's
1.5-inch average rainfall. Additionally, this colony of the United
Kingdom was buffeted by winds reaching nearly 60 mph. Safi, Morocco,
more than tripled its monthly average rainfall in collecting 2.1
inches of rain Sunday to Monday. High winds linked to the storm raced
across portions of northern Algeria. In Hassi Messaoud, winds topping
50 mph kicked up clouds of dust and sand Monday. The tiny Italian
island of Pantelleria was lashed by stronger winds yet as sustained
winds as high as 60 mph and gusts above 80 mph were clocked. Capo
della Frasca, island of Sardinia, withstood similar winds. Eastern
Spain caught downpours from the storm. Rainfall was 1.7 inches at
Tortosa and 1.4 inches in Valencia as of late Monday, and rain was
ongoing.

Soaking rains from the weekend continued into Monday from parts of
South Korea to southwestern Japan. At Izuhara on Shimono Shima, one of
Japan's Tsushima Islands in the Korea Strait, rainfall was about 8.1
inches within 36 hours as of late Monday, local time. Downpours left
5.1 inches during the same time on the island of Fukue. Meanwhile,
South Korea's island of Cheju collected 6.3 inches of rain at Sogwip'o
during the 72 hours from Friday evening to Monday evening. On the
mainland, Ch'ungmu was doused by 4.7 inches of rain within 48 hours.

April was hot throughout Thailand. Already the hottest month on
average, April this year was hotter than average by more than four
degrees in Bangkok. In northern Thailand, there were sites that
observed 100-degree heat on 23 out of 30 days. Even hotter was
Yangon, Myanmar (Burma). Here, 24 of 30 days set highs of at least
100 -- and as much as 107 -- degrees. The month of May usually
brings the onset of cooling seasonal rains.
