April 30, 2004 6:02 p.m.

Friday, torrential, thundery rains pelted the foothills and
nearby plains of northernmost India and northern Pakistan. At
Parachinar, Pakistan, rainfall was 4.0 inches within 12 hours, and
5.3 inches over two days. Mean monthly rainfall here is about four
inches. Jhelum picked up 3.1 inches of rain within 24 hours -- far
more than the monthly average of 0.8 inch. In northern India,
rainfall of 2.1 inches at Hissar was nearly ten times the mean
rainfall for April.

The strong atmospheric trough that sparked the latest downpours
in Pakistan and India also caused remarkable subsident drying. Zhob,
Pakistan, and Saravan, in southeastern Iran, observed 1% relative
humidity Friday afternoon.

Yangon, Myanmar (Burma), hit a sweltering 103 degrees Friday.
This was the eleventh-straight day of 100-degree heat, and made it 21
of 22 days of 100 degrees and above.

Chilling downpours Thursday into Friday left 3.5 inches of rain
over Millau in southern France.

High winds Thursday into Friday blasted the northern Antarctica
Peninsula, which is across the Drake Passage from Tierra del Fuego.
Winds above 50 mph were observed widely for more than 24 hours. At
one station, Chile's Bernardo O'Higgins, winds were clocked at a
steady 70 mph with the temperature at 5 degrees. The winds churned up
whiteouts in blowing and falling snow.

Recent days have been unseasonably warm in the big cities of
southeastern Canada. Greater Montreal, Quebec, was downright summery
Thursday and Friday with afternoon temperatures each day in the upper
70s and lower 80s. Thursday night to early Friday, readings only
dipped into the upper 50s and lower 60s. Near the end of April, an
average day here would have a low of 39 degrees and a high of 57. The
national capital, Ottawa, Ontario, reached 79 degrees Thursday and
Friday, thereby besting the average highs by almost 20 degrees.
Thursday's high was 77 degrees in Toronto as measured at the Pearson
international airport. This mark was 19 degrees above the mean and
within 3 degrees of the day's record high. Friday's morning low, 57,
was also about 20 degrees above average. Friday climbed to 72 degrees
before clouds and showers brought cooling. Both days, the city's
waterfront on Lake Ontario was cooler by 10-20 degrees.

Unusually heavy springtime downpours pelted parts of Saint Lucia
this midweek. At the southern tip of the island, the Hewanorra airport
near Vieux Fort collected 3.3 inches of rain, mostly within 24 hours.
This roughly equalled the average rainfall for all of April here.
Saint Lucia is among the Windward Islands of the southeastern
Caribbean Sea.
