April 12, 2004 5:58 p.m.

Late Monday afternoon, EDT, the eye of Typhoon Sudal is over the
open Philippine Sea about 830 miles southwest of Iwo Jima. Still
packing a hefty wallop, the storm's eyewall holds highest sustained
winds of nearly 140 mph. Forward motion is sluggish at only 4 to 5 mph
towards the north-northeast. The storm, having already begun to
recurve towards the northeast, is forecast to accelerate within the
next two to three days.

Monday, winds waned somewhat over western Novaya Zemyla, arctic
Russia. Even so, sustained winds were clocked at better than 50 mph
amidst single-digit cold at the outpost of Malyye Karmakuly. Even
worse was the weather that unfolded Friday through Sunday: at least a
48-hour stretch saw sustained winds of at least 60 mph, and above 70
mph of the time. Gusts, while not reported, may have topped 80 and
even 90 mph.

Easter Sunday was a warm one over western Canada. Vancouver,
BC, set a daily record high at 71 degrees. But it was much warmer
nearby: Abbotsford saw 80 degrees, and Port Alberni, on Vancouver
Island, hit 79 -- 25 degrees above average. Far to the north,
Smithers hit 70 degrees; again, it was about 25 degrees above
average. The warmth spread beyond the Rocky Mountains, but in Alberta
was most noteworthy at Jasper, where 70 degrees was reached.

Benghazi, Libya, started the new week with warm, dry 40-mph
winds. By early afternoon, the temperature soared towards 100 degrees
and the strong off-shore winds wafted thick dust clouds in from the
Sahara. Across the Mediterranean Sea, warm winds blew throughout the
night and into the day at Iraklion, Greece, on the island of Kriti
(Crete). Overnight humidity was as low as 5%, and the low of 69
degrees was above the mean high for the month of April.

Vostok, Antarctica, saw a marked recovery in temperature
following a bout of -90s late last week. But it did come at a price:
Monday's wind chill slipped 100 to 110 degrees below zero as 20-mph
winds coupled with -60-degree cold.

Sunday, southeastern Mexico withered under searing heat. On the
Yucatan Peninsula, the city of Merida reached 104-108 degrees by late
afternoon. These readings were 10-15 degrees above the day's average
high. Almost as hot were Campeche (also on the Yucatan), Villahermosa
and Tuxtla Gutierrez each of which registered a high of 103 degrees.

Severe cloudbursts opened over a few places in southern Brazil
Sunday afternoon. The city of Paranagua was one of these locations.
Here, soaking thunderstorms and showers unleashed 6.0 inches of rain
within no more than six hours. Forty-eight-hour rainfall as of Monday
morning was 7.9 inches.
