April 5, 2004 6:40 p.m.

Forecasts for a named tropical storm over the western North
Pacific Ocean are now vindicated as the storm "Sudal" is now named.
Late Monday afternoon, EDT, Sudal is 300 miles southeast of Agana,
Guam, packing highest sustained winds of 60 to 65 mph. Sudal is headed
towards the west-northwest at 9 mph. Sudal is forecast to hook towards
the west within 12 to 24 hours, and soon thereafter to skirt Guam to
the south. Along the way, indications are for marked strengthening of
this already-big storm.

The near south of South America, which takes in the fertile
plains of Argentina, Uruguay and southernmost Brasil, have lately
been locked in an early-fall heat wave. At Buenos Aires, the last
three highs and lows have been at least 15 -- and nearly 20 -- degrees
above average, and have also been above average even for mid summer
(January). The muggy heat has triggered summer-like thunderstorms
farther to the west and south. San Rafael picked up 4.3 inches of
rain in a thunderstorm. Likewise, over-night thunderstorms at San
Antonio Oeste, in northeastern Patagonia, unloaded 4.0 inches
of rain -- eight-times the monthly mean for April.

Near-record warmth Sunday spread over the Great Plains of
Saskatchewan, Canada. At least one new record was set: Regina reached
70 degrees.

Sunday to early Monday, thunderstorms unleashed torrential rains
to either side of the lower Rio Grande. On the Mexico side, radar
estimates indicated up to 10 inches in spots between Reynosa and
Monterrey, or roughly astride the border between the states of Nuevo
Leon and Tamaulipas.

An automated weather station at Ikermit, East Greenland, has
clocked winds at times above 60 mph Saturday night to Monday morning.
Gusts likely topped hurricane strength, although these were not
recorded. Temperatures drifted on both sides of 20 degrees.

Monday dawned with winterlike cold in much of Turkey, but the
northeast was especially frigid. In Kars, the early morning low was 1
degree and Erzurum dipped to 6. Both locations have an average low
near 25 degrees in early April.

Soaking rains pelted parts of Sydney, Australia, during the past
weekend. At Liverpool, a western suburb, rainfall was 4.3 inches
within 24 hours. At the main international airport, south of the
city's center, rainfall during the same span was a more modest 1.2
inches.

The passage of a cold front instigated a dramatic and rather quick
drop in humidity Monday in Kuwait City, Kuwait. The dew point spiked
to 70 degrees near midnight, local time, Sunday night, helping to
trigger spotty thunderstorms and showers around the city. In the wake
of the cold front Monday, the dew point dipped to 0 degrees for a drop
of 70 degrees within only 17 hours. The relative humidity plummeted
from a peak of 93 percent to a mere 4 percent.
