January 19, 2004 5:59 p.m.

Harsh arctic cold early Saturday to Monday gripped Isachsen on
the Ellef Ringnes Island, Nunavut, Canada. Winds of 25 to 45 mph blew
at temperatures of 25 to 32 degrees below zero. This made for wind
chill temperatures 55 to 75 degrees below zero.

The weekend saw gales and hurricane gusts lash the southern end
of Greenland. In southeastern Greenland, wind speeds topped 40 mph
most of the time at Prins Christian, where temperatures held in the
20s. Highest sustained winds were above 70 mph.

High winds Sunday night and early Monday raged over the outer
islands of southernmost Chile. A weather station amongst the
Evangelista Islands observed steady winds near 70 mph for several
hours.

Last week proved abnormally warm in Calgary, Alberta. Ranging from
14 to 52 degrees, the week was on average 22.3 degrees above the
climatological mean. Moreover, the 52 degrees, set on the 14th, tied
the record high for the date.

Monday afternoon, Mardie, Australia, topped out 114 degrees, and
as the fiery heat slowly waned in the afternoon, blow-torch
winds blew 25 to 35 mph.

For the second time in a less than a week, Bermuda was hit by
gale-force winds Sunday into Monday. Highest wind gusts were clocked
at a little over 50 mph while top sustained winds were almost 40 mph.
Last Thursday to Friday saw hurricane-strength wind gusts batter this
group of tiny islands in the open North Atlantic Ocean.

Soaking rains, including thundery downpours, have pelted
Montenegro in recent days. Monday was especially rainy in this
republic on the Balkan Peninsula. Rainfall within 12 hours as of
Monday evening, local time, was 5.7 inches at Niksic, and at least 8.0
inches since Saturday. At Podgorica, about 4.2 inches of rain poured
down from early Saturday through late Monday, but much of this (2.7
inches) came within 12 hours on Monday.
