January 16, 2004 5:43 p.m.

Harsh winter weather instigated by bitter arctic cold meeting the
Atlantic Ocean gripped the Atlantic lands of Canada Thursday to early
Friday. Winds at times above 60 mph along with heavy falling snow
churned up whiteouts at Blanc Sablon, QB. Two days of heavy snow left
water equivalent of 2.8 inches, so snowfall likely was about two
feet. At Gander, NF, the storm early Friday morning unloaded 9 inches
of snow within several hours, but the snow gave way to rain near
daybreak. Saint John's, NF, had a full menu of winter weather: 11
inches of snow (0.9" of water equivalent) as of early Thursday fell
at temperatures mostly in the teens. Another heavy burst, 6 inches in
a few hours, Thursday night was loosed over the city, but heavy rain
amounting to nearly an inch followed before daybreak. Indeed, the
temperature early Friday reached 40 degrees.

Severe gales linked to the above-mentioned Atlantic storm reached
southward to Bermuda Thursday and Friday. Gusts above 35 mph were
registered here for more than 30 hours as of late Friday afternoon.
Many gusts above 50 mph were clocked, and highest winds were hurricane
strength, 75 mph, during thunderstorms Thursday afternoon. Top
sustained winds were 50-55 mph.

Abnormal wintertime heat baked parts of western India Friday. At
Mumbai (Bombay), for example, the temperature soared to 99 degrees
versus an average high in the lower 80s. Surat's 96-degree top mark
was about 10 degrees above the daily mean high.

Chihuahua, Mexico, Wednesday to Thursday evening picked up 1.3
inches of rain. For all of January, 0.15 of an inch falls on average.

Friday, Voi, Kenya, had cloudbursts that dumped 7.6 inches of
rain. On average, it takes all of January to reach 1.3 inches of
rain.

Brisbane, Queensland, Australia, as of early Friday, had two-day
rainfall of 6.7 inches. Far inland, at the outback town of
Cunnamulla, there was 5.7 inches of rain within about 24 hours. The
mean rainfall for all of January is about 1.3 inches.
