January 4, 2004 4:16 p.m.

Oymyakon, Russia, one day after having set the winter's first
-70-degree low, saw temperatures hold within the -70-degree
temperature band right through the day. Indeed, the day's high of
minus-70 (really -69.7) followed a morning low of -74, making this
cold stretch the strongest since the middle of last January. For
perspective, Oymyakon shares with Verkhoyansk, Russia, the lowest
mean winter temperature for a town, as opposed to, say, an Antarctic
research station. The mean daily range in temperature for January
fourth is between a high of -53 degrees and a low of -60 degrees.
Both Oymyakon and Verkhoyansk mark the heart of Russia's Siberian
"pole of cold" -- cold part of the Northern Hemisphere in winter.

The weekend saw harsh cold spread over Canada between the North
Woods of northwestern Ontario and the Coast Ranges of British
Columbia. But it was inter-mountain British Columbia that weathered
the most anomalous cold. Puntzi Mountain, which would on the average
day in January bottom near zero, Saturday set a low of 46 degrees
below zero. Early Sunday, it was at least 45 degrees below zero.
Meantime, northern Manitoba saw 42 below zero at Thompson, and 40
below at Churchill.

Sunday, the week ended with withering heat spread over much of
Australia's outback. Five of seven Australian state registered highs
of at least 110 degrees (Tasmania and Victoria were spared) and South
Australia was hottest as indicated by weather reports. Oodnadatta
reached a fiery 117 degrees for a second-straight afternoon. This
followed Friday's high of 115 degrees.

Sunday, Cyclone Darius is near minimal strength and Sunday is set
to dissipate over the open South Indian Ocean within one to two days.
Earlier this week, Darius had threatened the island of Mauritius, but
spared it a direct hit.

Tropical Cyclone Heta Sunday is looming off Western Samoa.
Early Sunday morning, EST, the core of this South Pacific cyclone is
located 235 miles northwest of Apia, Western Samoa. Highest sustained
winds are now above 90 mph as Heta drifts towards south-southeast at
less than 5 mph. Forecasts being for a gain in speed towards the
southeast over the next two to three days. Given such behavior, the
destructive winds about the core of Heta would be nearest western
Samoa Monday, local time. Excessive rains would also threaten with
the passing of this big storm.

A tropical cyclone (tracked as "08S") is over the eastern Indian
Ocean off northwestern Australia. Early Sunday morning, EST, the
cyclone is some 255 miles northwest of Port Hedland, Western
Australia. The cyclone still has 40-mph top sustained winds; drift
is towards the west-southwest at 10 mph. Forecasters called for 08S
to head essentially towards the southwest for the next two days.
