December 23, 2003 6:03 p.m.

Winter fittingly began with a harsh storm lashing southern
Europe. Cold northerly winds, known locally as the "mistral" whipped
Marseille and the Rhone River delta of southern France. Steady gales
as of Tuesday lasted more than 24 hours, and gusts often hit 50 to 60
mph, at Marseille. The chilly blast also hit the island of Menorca,
Spain. Weather in Italy was especially harsh along the Appennine Alps,
where winds early Tuesday afternoon surged above 90 mph in gusts at
Monte Terminillo. At the time, the mountain top lay shrouded in icy
fog and snow at 12 degrees. Farther east, the Adriatic coast of
Croatia was raked by the "bora", a cold, powerful off-shore wind.
Tuesday, winds at Rijeka gusted 60 to 70 mph. High winds also shook
Zadar, Split and Dubrovnik. Even North Africa was not spared by this
storm, as winds Tuesday roared off the Mediterranean Sea at 50 mph
over Skikda, Algeria, as snow chilled Constantine, Algeria, and Thala,
Tunisia. Lastly, north winds penetrated the northern Sahara whipping
up dust storms with 200-yard visibility at the Hassi Messaoud
oilfield, Algeria.

Torrential rains lingering from the former Cyclone Debbie Tuesday
still pelted northern Australia. At Katherine, well inland, rainfall
rose to 11.4 inches within less than two days. At Elcho Island, rains
ended at last, but not before amounting to more than 16 inches over
the span of several days. The capital of Northern Territory, Darwin,
saw its rainfall stemming from the former cyclone top 8 inches within
three days.

Abnormal warmth early the week wafted over Yukon Territory,
Canada. Sunday night through Monday, Dawson ranged from 32 to 40
degrees, or 52 and 45 degrees above average daily respective
extremes. For Mayo, the picture was much the same: a high of 45 and a
low of 28, or about 40 degrees above the average daily temperature.

Soaking thunderstorms and showers left 4.4 inches of rain within
24 hours ended Tuesday morning at Camiri, Bolivia. December is the
rainiest month of the year here, but these downpours still accounted
for about 2/3 of the monthly mean rainfall.

Stormy weather beset some of Chile's tiny southern islands early
this week. The Evangelistas group of islands, for example, was lashed
by 50-65 mph sustained winds for 6-12 hours early on Tuesday. As of
midafternoon Tuesday, local time, rainfall has been 3.2 inches since
beginning Monday morning, and it is still raining heavily.
