December 18, 2003 6:40 p.m.

Tropical Cyclone Cela continues to churn the waters of the
southern Mozambique Channel. As of late Thursday afternoon, EST, Cela
holds highest sustained winds of nearly 65 mph about a center which is
460 miles east of Maputo, Mozambique, and 640 miles southwest of
Antananarivo, Madagascar. The cyclone is drifting southeastward at 7
mph. Forecasts for Cela call for little change in strength on an
open-water path towards the southeast and south during the next two
days. Earlier in the week, the storm unloaded about 15 inches of rain
on Morombe, Madagascar.

Another tropical cyclone, Debbie, has come to life over the
Arafura Sea between Australia's Northern Territory and Indonesia's
portion of New Guinea. Debbie is wielding top sustained winds of 40
mph as of late Thursday afternoon, EST. Centered 355 miles northeast
of Darwin, Northern Territory, Australia, the cyclone is nearly
stationary. Debbie is forecast to steadily strengthen while drifting
towards the south-southeast during the next 48 hours. During this
time, the storm is likely to stay over open seas, though an increase
in forward speed could bring it near Australia's Arnhem Land.

Soaking rains have struck the southern Philippines this midweek.
Eastern sections of Mindanao Island have been especially rainy.
Rainfall from Tuesday morning, local time, to Thursday evening was at
least 14.5 inches at Surigao; actual rainfall may have been much
higher, but reports from the city have been spotty. Hinatuan,
meanwhile, was doused by 8.2 inches of rain within 24 hours as of
Thursday morning, local time. On Leyte Island, Maasin collected at
least 9.8 inches of rain from Wednesday morning through Thursday
evening.

A cold front has again instigated soaking rains in parts of
northern Honduras. The seaside city of La Ceiba was doused by 8.9
inches of rain within 24 hours ended midday Thursday.

A strong storm moving across south-central Turkey Thursday
had an associated cold front slicing southward through the
eastern Mediterranean Sea and into Israel, Lebanon and Syria.
This system brought a good deal of rain to most of Turkey with
rain changing to snow behind the cold front across the western
and central parts of the country. Some of the higher rainfall
amounts with this system include: Inebolu, Turkey with 3.26
inches of rain before changing to snow and 2.44 inches of rain
reported in Beirut, Lebanon. Around seven inches of new snow
fell in Afyon, Turkey. In addition to the rain and snow, strong
southwesterly winds gusting to 50-60 mph blew out ahead of the
cold front. Ma'an, Jordan had sustained winds near 52 mph and
Mafraq, Jordan had winds clocked at 46 mph. These strong winds
also caused reduced visibility in blowing sand and dust across
Jordan, Syria and northwestern Saudi Arabia.

Clusters of rain and thunderstorms erupted over Peru
Wednesday night into Thursday morning. Pucallpa, Peru picked
up 1.30 inches of rain overnight.

Temosachic, Mexico, dipped to 12 degrees Thursday morning,
about 20-25 degrees below the average while Nueva Casas
Grandes, Mexico reported a chilly 22 degrees for an overnight
low temperature.

A strong storm system brought windswept rain and snow to
parts of Norway Wednesday night into Thursday. Winds were
clocked at 60 mph at Svinoy on the Faroe Islands, near 50
mph at Ona and 46 mph at both Bodo and Jan Mayen. Northern
Sweden also got in on some of the stormy weather with
Gaddede, Sweden picking up over seven inches of new snow.

A strong cold front passed over the island of Bermuda
Thursday morning with winds gusting to nearly 50 mph.
