December 16, 2003 2:46 p.m.

The remnants of Tropical Cyclone 03B continued to move
north-northeastward Tuesday afternoon, EST along the coast of India's
Andhra Prodesh Province and into the Orissa Province. The cyclone will
continue to move off to the north-northeast over the next 12 to 24
hours and weaken. However, heavy rain, flooding and mudslides will
remain a threat as the remnants of this tropical cyclone move into
Bangladesh. At time of landfall along the Pradesh Province Monday
afternoon EST, near False Divi Point, the storm had winds close to 60
mph and rainfall at nearby Machilipatnam was 5.98 inches in less than
24 hours.

Tropical Cyclone Cela saw a burst of strengthening on Tuesday,
and reached the equivalent of hurricane strength. The cyclone had
been wandering the Mozambique channel between Madagascar and mainland
Africa for the last several days as a weak storm, but wind speeds
jumped up to 75 mph early Tuesday. The storm was centered about 360
miles west-southwest of Antananarivo, Madagascar, and was drifting to
the east at about 2 mph. Cela is expected to weaken over the next few
days while drifting toward the southwest and remaining away from
land.

A potent storm system and associated cold front moving across the
Aegean Sea and into western Turkey brought unsettled and cooler
weather to that part of the world Tuesday afternoon. Rainfall amounts
across western Turkey averaged in the 0.50 to 1.50 inch range with
rain changing to snow across the higher terrain. Akhisa, Turkey
received 1.43 inches of rain while Mugla, Turkey had 1.13 inches.
Bandirma, Turkey received a half of an inch of rain before there was a
change over to snow as colder air filtered into the area. This storm
is expected to intensify Tuesday night into Wednesday as it lifts
northeastward through northern Turkey and eventually across the Black
Sea and into southern Russia.

A large high pressure system centered over northern
France Tuesday morning promoted chilly low temperatures across
a good portion of western Europe. London, England dropped to a
chilly 26 degrees Tuesday morning. The normal low for London
this time of year is 38 degrees. With the high centered over
France, this allowed for generally clear skies and light winds
overnight. As a result, temperatures bottomed out in the 20s and
30s across most of the country Tuesday morning. Alencon and
Clermont each had lows of 26 degrees. Paris even got in on the
chill with an overnight low of 28 degrees.

Clusters of thunderstorms brought drenching rains to parts
of southeastern Brazil Monday night into Tuesday morning. Some
rainfall amounts include: Santa Maria with 4.29 inches; 2.76
inches in Sao Luiz Gonzaga; 2.91 inches in Foz Do Iguacu;
nearly 2.25 inches fell in Pedro Afonso; 1.81 inches in Campos
Novos; 1.77 inches in Caxias and 1.38 inches in Bom Jesus.
