Under a shroud of low overcast, the city of Birmingham, England,
reported a temperature of 46 degrees for 28 consecutive hours as of
late Thursday evening, local time. An average day in early December
would have a range of 38 to 45 degrees.
Heavy rain tapered off in most of southern France Wednesday into
Thursday. Still, another 3.7 inches was reported at Perpignan
Wednesday and Wednesday night, and 4.4 inches fell at Montpellier.
