October 12, 2003 8:44 a.m.

Heavy, flooding rains washed the fertile, crowded North China
Plain late last week and this weekend. Districts of Shandong, Hebei
and Tianjin Shi were hardest hit. Within 36 hours, Lingxian collected
7.5 inches of rain, Potou recorded 7.3 inches and Bozhen, 6.9 inches.
In the city of Tientsin, or Tianjin, rainfall was 5.9 inches. Atop Tai
Shan in the Shandong Mountains, two-day rainfall was 8.5 inches. What
is most striking about this rain storm was its timing: the rainfall at
Tientsin was 10-times the average October rainfall, and Lingxian
bested its mean monthly tally by twelve fold. Beijing, meantime, also
outstripped its monthly mean with a fall of 2.1 inches versus monthly
average of 0.6".

Winds of hurricane strength hammered some of the outer islands of
British Columbia early Saturday. On Sartine Island, sustained winds
rose to nearly 80 mph as of daybreak; gusts at the time were 100 mph.

An early cold outbreak clenched most of Mongolia in wintry cold
this weekend. At Altay, Saturday was colder than the mean day in
January: the high was only 9 degrees under snowy skies following a low
of 12 degrees below zero. Then, Sunday morning's temperature bottomed
out at 11 below zero. Both the high and the low were between 30 and 35
degrees below mean, and a few degrees below the average for January.
Meanwhile, near blizzard conditions were felt across central Mongolia
Sunday. Arvayheer, with winds better than 30 mph and a temperature of
only 10 degrees, had wind-whipped snow, which cut the visibility to
just 1/16 of a mile at times.

A counterpoint to the chill in central Asia, far-northeastern
Europe basked in warmth more befitting August than October. At
Syktyvkar, Temperatures Friday through Saturday hovered between 54
and 64 degrees -- 20 to 25 degree above average.

Parts of the eastern third of Canada were strikingly warm on
Saturday. Moosonee, Ontario, at the southern tip of James Bay, rose to
76 degrees. This is 5 degrees above the average mid-July high
temperature. Farther east, Chatham, New Brunswick, was 80 degrees and
Gaspe, Quebec, notched 81 degrees.

Moisture from the remnants of Olaf and Nora cruised across
northern Mexico this weekend leading to very heavy rainfall in
portions of the Rio Grande Valley along Mexico's northern border with
the United States. Monclova, in the state of Coahuila, had nearly 6
inches of rain in 24 hours Saturday into Sunday and Piedras Negras,
had almost 3 inches. Saturday night into Sunday morning, the heavy
rain had reached Monterrey in the state of Nuevo Leon, where just shy
of 3 inches was recorded in 12 hours.

Along the southeastern shores of the Black Sea, Giresun, Turkey,
had 3.7 inches of rain Friday into Saturday.
