"NAGS HEAD, N.C. (Reuters) - Hurricane Isabel crept toward North Carolina
and Virginia on Wednesday with 110 mph winds and torrential rain that could
flood the mid-Atlantic region and cause major disruption.

From Washington, where the federal government was set to shut down on
Thursday, to small coastal communities where people tipped their cars
upward to save them from flooding, authorities and residents prepared for a
big hit. Isabel was expected to hit the North Carolina coast with full fury
on Thursday, moving north through Virginia and swiping Washington with 60
mph winds and potentially triggering tornadoes and mudslides.

More than 130,000 people were ordered to evacuate from barrier islands and
coastal areas of North Carolina and Virginia or risk getting caught in
flooding from a storm surge of up to 11 feet.

The Office of Personnel Management, citing public safety concerns, said the
federal government would be closed on Thursday in the entire Washington
metropolitan area due to Hurricane Isabel.

The governors of North Carolina, Virginia, Maryland and Delaware and the
mayor of Washington declared states of emergency, enabling them to mobilize
workers and activate the National Guard.

Air, rail and mass transit systems in North Carolina, Virginia and
Washington prepared for significant disruptions.

US Airways canceled hundreds of flights for Thursday and Amtrak halted
virtually all of its service south of Washington ahead of the storm,
airline and rail officials said.

Schools closed in many coastal areas. On North Carolina's Outer Banks,
fragile islands that jut into the Atlantic, stragglers fled before rising
waters cut off the roads. "
