L. Adverse Weather Lackawanna County
(Lackawanna County, 12:28 a.m., 9/4/03) Due to rainfall in the amount of
two inches an hour, the Lackawanna River and numerous creeks and streams
were reported out of their banks in Lackawanna County. It appears a surge
of water is coming down the Lackawanna River. The high water is reported
at Olyphant Borough. This could be the result of the unconfirmed failure
of the Rush Brook Reservoir. The American Red Cross has set-up three
shelters and two reception centers in various locations. Emergency units
were responding to numerous persons trapped by flood waters. Several
Bridges were washed out in Jermyn Borough. In Mayfield Borough the water
supply is shut down and several natural gas leaks are occurring due to the
high water. One fatality and one injury related to the flooding have been
reported. The county EOC was partially activated.
The SEOC will follow-up.
Notifications: Departments of Education, Environmental Protection
(Headquarters and Northwest Regional Office), Health, Labor and Industry

Police, State Fire Commissioner, National Weather Service and PEMA Eastern

municipalities of Wayne County caused streams to overflowing flooding
numerous state and township roads. Basement flooding was also
reported. Minor power outages have been reported throughout the affected
area. The county EOC was partially activated.
