August 18, 2003 9:49 a.m.

As of early Monday morning, EDT, the tropical depression that
earlier crossed Guam dissipated slowly over the open Philippine Sea.
Forecasters anticipated break up of depression "12W" over open seas
within 12 to 24 hours. In striking Guam, this weather maker dropped
rainfall of 3.1 inches upon Agana.

The weekend saw record-shattering heat over the Great Plains of
Canada. Saturday, much of Saskatchewan withered at 100 degrees or
higher. At Saskatoon, 101 degrees was a new record high as was 100
degrees at Regina. Elsewhere, it was as hot as 106 degrees at Elbow
whereas Leader, Kindersley and Lucky Lake all reached 104 degrees.
Sunday, the heat broke in Saskatchewan owing to a cold front, but
Manitoba sweltered. Dauphin registered 102 degrees and Brandon, 100.
Winnipeg tied a record at 96 degrees.

Whilst so much of Canada sweltered, there were hints of changing
season the air over the high arctic. At Isachsen, Nunavut, Sunday's
high of 28 degrees was followed by a low of 16 degrees. Both extremes
were below the seasonal means by 10 to 15 degrees. Isachsen is on the
island of Ellef Ringnes.

Russia's arctic borderland is vast and diverse, and so, too, its
weather at any given time. Monday, Dikson Island, near the mainland
in the Kara Sea, warmed to 71 degrees, or 25 degrees above average.
Almost 2000 miles to the east, a summer snowstorm whitened Cape
Schmidt, leaving snow 11 inches deep on Monday. Cape Schmidt borders
the Chukchi Sea west of Alaska.
